Typically, this offers a potential opportunity to shape its trajectory and mass-base its benefits from a South African perspective, in the context of its peculiarities. Relatedly, the focal aim in this article is to provide synopses of the 4IR and draw significant insights for Science, Technology and Innovation (STI) policy development in relation to Local Economic Development (LED).

However, the discourse remains male coded with its focus mainly on male coded production systems. Mainstreaming gender particularly in the analyses of innovation systems and policy can improve the development of responsive science technology and innovation policies. More significantly, a gender perspective shifts our attention from viewing women as individuals to interactional and institutional structures that reproduce inequalities and opens up opportunities for socio-economic change. In this literature-based conceptual paper, the authors contend that improved gender awareness can lead to the generation of new knowledge and refreshing insights for policy development and further research.

The research focuses upon the constraints that inhibit the growth and expansion of rural non-farm small medium and micro enterprises (SMMEs) in the forestry sector in the Wild Coast spatial development initiative (SDI).

However, such policies have failed to evenly distribute economic activities across space. Further, they have become increasingly inadequate to tackle development challenges of specific territories as national institutions are often too remote to respond to the rapid changes and needs of localities and regions. By contrast, local institutions can be more flexible as they are better positioned to interact with local actors and take advantage of local resources. That is, local economic development (LED) emerged as a viable way to overcome local development problems with the administrative unit chosen as the main scale for the delivery of LED.

More specifically, employment is seen as an important policy instrument through which the marginalized rural inhabitants can enter and participate in the broader national economy. It is not surprising, therefore, that this area of policy concern is increasingly receiving attention among policy makers and scholars. The aim in this paper is to examine three specific strategies that are increasingly utilized to create employment and incomes for the marginalized rural inhabitants in South Africa. To overcome this challenge and satisfy the universal demand for health care, populations in remote rural areas often rely on multiple private providers that deliver services based on various sources of knowledge (both traditional and modern sciences). Rural healthcare is thus a versatile and dynamic sector which includes a variety of economic activities. This article presents evidence collected in two marginalised localities: Ingquza Hill Local Municipality and Mbizana Locality; both in the Eastern Cape Province, one of the poorest provinces in South Africa. On the basis of this evidence the paper explores: (1) the key actors that compose rural health systems and, (2) examples of interactions and innovations that emerge amongst these actors in such contexts. It is argued that a better understanding of the solutions that are originated within lo...

In South African debates about regional and local development policy issues of innovation rarely are discussed and the country’s most recent policy documents and frameworks around local economic development (LED) make no mention or acknowledgement of issues around innovation. This disconnect between South Africa’s national innovation policies and those around regional and local development planning is under review as the country’s Department of Science and Technology (DST) with responsibility for innovation policy in the country, released a new strategy document intended to inform the DST’s involvement in the policy space of LED with the mandate of strengthening local systems of innovation and production in a systemic and systematic manner. It is argued that in terms of LED policy and practice across the global South this South African policy document repr...

Rural-urban linkages can also refer to spatial and sectoral flows that occur between rural and urban areas. Spatial flows include flows of people, goods, money, technology, knowledge, information, and waste. By contrast, sectoral flows include flows of agricultural products going to urban areas, and goods from urban manufacturing areas going to more rural areas2. Typically, rural-urban linkages are often articulated in the nature and forms of migration, production, consumption, financial and some investment linkages that occur within the rural-urban symbiosis. The exchange of money, goods, visits including social activities, and communication with relatives and friends can all be used as indicators of rural-urban linkages3. Therefore, the nature and form of these linkages are not ho...
