The UK has been engaged in a radical reform of its vocational education and training. As part of ... more The UK has been engaged in a radical reform of its vocational education and training. As part of that process new methods have been devised to analyze and describe the outcomes which people are expected to achieve at work - which are called occupational standards. This text contains a description of functional analysis, the method developed to define occupational standards and National Vocational Qualifications. It also discusses changes in contemporary work patterns, arguing that a new model of occupational competence is needed - the Job Competence Model. The text is in four parts. The first argues for a more strategic role for vocational education and training - to develop a competent workforce able to meet the challenges of changing economic needs. Part two charts the development of models of occupational competence which reflect these changing needs. The functional map is an attempt to provide an overview of all the work roles in the sector in an integrated and coherent way. It does this by looking at how those who work in the sector aim to meet the needs of service users, whatever their professional background and training and however this is carried out, by a single profession or through interprofessional work.

This, the first of two papers considers the development of occupational standards in the practice... more This, the first of two papers considers the development of occupational standards in the practice of diagnostic ultrasound, giving an overview of the background to the project which was commissioned by the NHS Executive South and West and the College of Radiographers. The paper provides a review of the literature related to occupational standards with key themes, such as the role of professional bodies in monitoring practice and practitioners and the derivation and definition of occupational standards. Other models and projects which have developed methods of standards design in areas of radiography and diagnostic ultrasound (such as the development of competency based standards for medical radiation science professions) are also considered. The paper concludes with a reflection on the need for continual evaluation of occupational standards and their use in practice.

There are many potential benefits of such frameworks. The main characteristics of the UK healthcare sector that can present difficulties to the development, and ultimate use, of such competence frameworks are the size, complexity, professionalisation and extent of other simultaneous change in the sector. Potential difficulties caused by these characteristics can be ameliorated by measures to align the development of the framework with priorities, interests and concerns ...

A case study of effective implementation of a framework demonstrates the benefits of integrating the competences with other measures to deliver a new service.Practical implicationsThe paper gives practical guidance for those who intend to develop and implement competence frameworks in healthcare and other complex environments.Originality/valueThe paper applies established organisational change concepts to the specific issue of developing new frameworks of competence. The article provides high originality and high value to those who commission and those who develop competence frameworks.
