There has been a recent hubbub of concern about a lack of workers in the burgeoning information t... more There has been a recent hubbub of concern about a lack of workers in the burgeoning information technology occupations in the United States and, indeed, around the globe. In this past Fall of 2000, the U.S. Congress passed legislation that will significantly increase the cap or number of permitted 'H-1B' visa holders. These are highly skilled temporary 'specialty workers' the majority of whom, as shall be shown below, work in computer-related occupations. Given U.S. pre-eminence in information technology, and a proven record of demand for skilled workers, it is likely that the new legislation will enhance U.S. access to foreign labor. This article lays out several critical pieces of the issues that surround that H-1B visa legislation. First, it briefly discusses the immediate geneses of the current visa and then goes on to lay out the major features of the new legislation. Commissions, summits, and prestigious councils foresee looming blows to America's status as the world's leader in science and engineering innovation. Whether "perfect" or just "gathering" storms are on the horizon, they all see the American ship about to be swamped and the economy dragged under. Among the many challenges, the most serious concern is an assumed dearth of globally competitive science and engineering students.
The U.S. temporary work program (TWP) for lower skilled jobs, the American nonimmigrant H-2 visa,... more The U.S. temporary work program (TWP) for lower skilled jobs, the American nonimmigrant H-2 visa, has been admitting foreign workers for agricultural j obs for the past half century. While US policy is widely seen as having failed to control illega l entry, employer use of the H-2A program has, nevertheless, substantially increa sed over the past fifteen years. I describe the growth of the H-2A workforce since the 1990s w ith available data and benchmark it against trends in flows of migrants from Mex ico. Estimates are also generated for state-level H-2A workforces from 2006 t o 2009. As for why the H-2A has grown, this paper dismisses the policy or regulatory facil itation as the primary cause. And it would be premature to see the growth of the H-2A as a substitute for decreasing unauthorized migration, although some of the analysis suggests t hat possibility. This study describes the native and foreign born in US healthcare in the first decade of this cen... more This study describes the native and foreign born in US healthcare in the first decade of this century. Immigrant women are more likely than natives to be employed in long term care where they are most concentrated among professional practitioners and lesser skilled direct care workers. The foreign born are similar to natives in their average age, education and the dominance of women. They differ in being more likely to reside in metropolitan areas and in central cities. The foreign born earn more than natives and this appears to be both significant and inexplicable by way of differences in experience or education.

The U.S. workforce heavily depends on immigrants. To address the role and position of non-White i... more The U.S. workforce heavily depends on immigrants. To address the role and position of non-White immigrant groups in the United States, the authors examine employment and industry patterns in the labor force, disaggregated by nativity and gender, in 1990 and 2000. The authors then look at job quality and mobility, with job quality defined by occupation, industry, and relative earnings, using 1990 and 2000 census data. Disaggregating results by race and ethnicity, nativity, and gender reveals that immigrants do not appear entirely to be stuck in low-end jobs, and arrival cohort data suggest substantial immigrant upward mobility, mainly from lower to middle but also to higher range jobs. Immigrants may experience more upward mobility than analysts sometimes conclude based on consideration of immigrants’ race and ethnicity alone and on assumptions that the experiences of new immigrants are likely to mirror those of the African American population.
