The United Arab Emirates (UAE) construction sector, which played a pivotal role in transforming UAE to a modern economy from a nomadic one is used as an exemplary case in this study to understand the leadership strategies required for developing ‘globalness’ in their construction supply chain. Using secondary research and interviews with stakeholders in the construction supply chain, the study proposes leadership strategies in four key areas: 1) policymaking, 2) technology and innovation, 3) environmental supply chain management, and 4) international collaboration/partnerships. The findings are useful for practitioners and policymakers in improving the global competitiveness of their construction sector and its supply chain

The relevance of the IBLC strategy relies on the fact that it allows agro-industries to create a new activity with lower investment, increasing incomes, stabilizing their annual activity (avoiding idle periods) and maintaining or creating new jobs. The demos' studies were performed in Spain at a fodder industry, in Greece at an olive oil industry, and in Sweden inside a cereal processing industry. AGROinLOG validated these demos´ business models from a holistic perspective, also studying the replicability of the IBLC business model in other agro-industries from different sectors (vegetable oil extraction, olive oil chain, feed & fodder, wine, grain chain and sugar industry). Sectorial analysis was carried out as well, allowing the identification of opportunities among the targeted sector to replicate the IBLC concept, drawing barriers to overcome in each ...

Antagonistic threats as theft, counterfeiting, contamination and terror are burdening supply chains with unexpected costs in form of lost cargo, production downtimes, lower customer satisfaction, and higher transportation costs. Society is also worried about the possibility for terrorists to exploit supply chains to smuggle terrorists or weapons for mass destructions. Despite many governmental initiatives, very little is being done by supply chain and logistics managers. Previous research points out globalization, JIT, weak prosecution of criminals so as lack of business cases as the main causes hindering higher security in distribution chains. However some of these trends, as globalization and JIT, cannot be reverted. At the same time, the weak prosecution of criminals shouldn’t hinder stakeholders putting security measures into operation. This report performs an explorative study to un...

The methodology is based on the analysis of multiple case studies, where data is collected by means of observations, focus groups, unstructured and semi–structured interviews. The findings from the empirical data seem to show that security measures may cause lower operational performance. Therefore, this paper discusses the importance of developing security capabilities to be integrated in existing logistics information systems. Only in this way will transport companies develop the capability to fully realise wins in terms of both security and efficiency.

Research paper thumbnail of Investing in transport security solutions: using the quantitative risk assessment (QRA) approach

International Journal of Risk Assessment and Management, 2011

Statistics showing increasing trends in cargo theft, especially in road operations, as well as upcoming mandatory programs issued by EU and US governments, are requiring operators to increase their security degrees; i.e., by introducing new security routines, managerial strategies or by investing in technological systems. Thus, the new challenge faced by managers is to choose among wide sets of security solutions by trading off costs and impacts on security. Hence, this paper presents a methodology that takes advantage of the quantitative risk assessment (QRA) approach to compare costs and benefits, in form of risk reductions, of security solutions for road transport operations against theft. Subjective interpretations, from a Swedish group of security experts, are exploited to generate random data from triangular distributions and simulate their impact with Monte Carlo techniques. Finally, pros and cons of the methodology as well as future research are discussed.

In particular, the survey aims: (1) To identify how customs declarations are filed, (2) To understand the companies’ knowledge about compliance costs, (3) To understand future developments expected by companies, and (4) To determine the potential benefits of e-Customs platforms. This study will ultimately bring to light concrete functionalities to be included in future e-Customs platforms. The results unveil the importance of interactive and user friendly e-Customs services. In addition, design and implementation of e-Customs services need to be driven by tangible benefits for the private sector, including facilitating export procedures, improving flexibility, reducing the need to re-enter any customs data during the declaration processes, and enabling a seamless flow...

Research paper thumbnail of Drivers and barriers affecting usage of e-Customs — A global survey with customs administrations using multivariate analysis techniques

Government Information Quarterly, 2013

The adoption of e-Customs platforms to simultaneously ensure regulatory compliance and to facilit... more The adoption of e-Customs platforms to simultaneously ensure regulatory compliance and to facilitate trade is a major strategic issue for governments and customs administrations worldwide. It ensures a more cost-efficient usage of resources while preserving a smooth flow of goods across international borders. Hence, customs administrations are challenged to favor the introduction of IT systems that may enhance the ability to improve information sharing with the business sector, as well as with other governmental agencies. This is often not a straightforward process. As many experts point out, e-Government development projects fail commonly due to the lack of thorough understanding of administration requirements as well as barriers for implementation. Hence, the purpose of this study is to understand what factors enable or hinder the exploitation of e-Customs platforms. By means of a Systematic Literature Review (SLR), a theoretical framework is developed to identify drivers and barriers for usage of e-Government/e-Customs platforms. Thereby, a survey instrument was developed and data was collected in occasion of a World Customs Organization (WCO) Annual Council meeting, which was joined by around 400 customs delegates and officers from 178 WCO member administrations. A total of 94 questionnaires have been collected and analyzed, which gives an approximate response rate of 23% (46% considering only the 178 member administrations). The analysis of data has been performed by a combination of multivariate techniques and ANOVA. Results show that factors like cost-savings and ease of use significantly influence the usage of e-Customs platforms. On the contrary, cost-efficiency and usefulness of e-Customs platforms have no significant impacts. From the perspective of barriers preventing adoption, this paper identifies two main factors: 1) technical constraints and costs and 2) quality and trust. Both these factors significantly influence adoption of information sharing, in the context of business-customs communication.

The recent large number of catastrophic events, such as terrorist attacks, natural disasters and ... more The recent large number of catastrophic events, such as terrorist attacks, natural disasters and pandemics, has drawn attention to the vulnerability of supply chains and the capability of IT system to monitor, predict and counteract adverse events. Experts agree that visibility and information sharing are fundamental tools to enhance the management of supply chain risks. Hence, by means of field studies conducted with seven companies, this study aims to shed more light upon how information sharing can improve supply chain risk management. As a result, the analysed companies showed great differences in their wishes for how to develop information sharing in the supply chain. Some respondents had clear visions for sophisticated, automated systems, whereas others expressed no wishes at all.

Especially, security risks, i.e. intentional and unauthorized acts against a supply chain, are considered emerging and important risks calling for heightened attention from managers as well as governmental actors. This paper aims to apply Agent Based Modelling to facilitate the quantification of the impacts of security risks and related countermeasures. Hence, the methodology is explained and a numerical case, based on postal operations in the region of Aragon, Spain, is provided. Results show that the methodology may provide very interesting insights in terms of reduction of security threats, potential to jam postal systems and ultimately experienced delays by customers.
