It is a fact that urban reality has changed. The economic crisis has slowed the process of expans... more It is a fact that urban reality has changed. The economic crisis has slowed the process of expansion and cities now look more closely inwards, especially toward the centers. Urban Regeneration seems to have become the mechanism to undertake the process of revitalization of historic centers. In the majority of the cases, it tends to fully exploit the existing historical heritage resources through tourism. But what happens to those non-monumental areas that are also part of the city? They must have the same level of importance, attention and resources?
This paper analyzes how to create urban regeneration processes in this new urban cycle. Through what planning instruments these practices develop? Does it really aim to improve the living conditions of citizens or is it a simple cosmetic operation to attract more tourists and/or population of higher income? In recent years some Portuguese cities are betting on this way of make city. Knowing the Portuguese urbanism and urban reality will give us some keys to get into the city of Lisbon and more specifically on the “Curraleira” neighborhood. This area, originally a shantytown and relatively central, suffers from years of physical barriers and social problems that have generated its segregation from the rest of the city.
Create proposals for this type of degraded areas and without any exploitable resources pose a major challenge for local governments. What degree of importance has the planning? What methodologies and how these intervention processes are articulated? These are some aspects to analyze, especially replication strategies to other similar realities.

Em função de por quem e para quem são pensados os modelos de cidade pode-se fomentar um potente desenvolvimento social ou ser capaz de marginalizar o território. O trabalho realizado no antigo Bairro da Curraleira em Lisboa, desenvolvido ao abrigo da especialização em Territórios Colaborativos, pretende mostrar novos enfoques que desenvolvem uma metodología mais integral, transversal e inclusiva que responde à necessidade de (re)pensar as políticas urbanas, a democratização das cidades, as estratégias de intervenção e os recursos disponíveis. ABSTRACT The progressive loss of social spaces, utilitarianism and economism, have been the most notable characteristics of the way of building and intervening in the city in recent years. Depending on who and for whom it is thought, this model of a city can foster a powerful social development or be able to marginalize neighborhoods. The work carried out in the former " Bairro da Curraleira " at Lisbon, developed under the specialization course in Collaborative Territories, has been useful to show new approaches that develop a more integral, transversal and inclusive methodology that responds to the need to (re)think urban policies, democratization of cities, the strategies of intervention and the resources available.
