Guidelines provides a framework for articulating the significance of project authorship and “desi... more Guidelines provides a framework for articulating the significance of project authorship and “design intent” in the process of developing strategies for preserving the Modernist architectural heritage in Victoria, British Columbia (1935-1975). It outlines an aesthetic historical context, presents a summary of the unique design vocabulary of regional Modernism, and provides a series of case studies that illustrate how the intentions of original designers and builders can be respected and preserved within differing building types.

Victoria, British Columbia, was one of the first cities in Canada to adopt a comprehensive herita... more Victoria, British Columbia, was one of the first cities in Canada to adopt a comprehensive heritage conservation program. That was 50 years ago. This article, written as provocative opinion piece, questions whether current strategies are adequate for the next half-century? I don’t believe they are. This “samizdat” lays out an ambitious reconfiguration of the way we approach preservation in our City’s historic core. I argue that everything, from our ultimate vision and goals to contemporary restoration techniques, needs renovation. I assert that we underestimate the threats facing the long-term sustainability of our built heritage. I question our attitudes to many contemporary shibboleths, the role of “facadism” in urban preservation for instance. I believe we have egregiously undervalued and failed to share the narratives embedded in our urban landscape which anchor our community identity. Heritage must find deeper connections to community. I sketch a bold transformative vision inspired by current international conservation practices.

[1975] we consider in this paper a branching process with a geometric offspring distribution parametrized by random success probability A and immigration equals 1 in each generation. In contrast to above mentioned article, we assume that environment is heavy-tailed, that is log A −1 (1 − A) is regularly varying with a parameter α > 1, that is that P log A −1 (1−A) > x = x −α L(x) for a slowly varying function L. We will prove that although the offspring distribution is light-tailed, the environment itself can produce extremely heavy tails of distribution of the population at n-th generation which gets even heavier with n increasing. Precisely, in this work, we prove that asymptotic tail P(Z l ≥ m) of l-th population Z l is of order log (l) m −α L log (l) m for large m, where log (l) m = log. .. log m. The proof is mainly based on Tauberian theorem. Using this result we also analyze the asymptotic behaviour of the first passage time Tn of the state n ∈ Z by the walker in a neighborhood random walk in random environment created by independent copies (Ai ∶ i ∈ Z) of (0, 1)-valued random variable A.

Dacia Viejo-Rose Heritage is increasingly appearing at the centre of discussions about peacebuild... more Dacia Viejo-Rose Heritage is increasingly appearing at the centre of discussions about peacebuilding. Yet heritage-whether understood as property or as a process of meaning making-has been undergoing a profound ontological transformation and the strategic environment of peacebuilding has been expanding to include more spheres of action. Marrying these two spheres is thus no easy task. In April 2015 UNESCO Director General, Irina Bokova, declared in a meeting of the UN Security Council: "Culture stands on the front-line of conflict-it should be at the front-line of peacebuilding." (UNESCO 2015) and in June 2016 EU High Representative for External Relations, Federica Mogherini, commented that "Promoting heritage is not for archaeologists only-it is a peace imperative" (UNESCO 2016). What is the vision of peacebuilding that heritage is meant to be instrumental in effecting? What is the understanding of heritage that is being called into action? In May 1998, Universities of Victoria (Canada) and Zagreb (Croatia) reinstituted its museum studi... more In May 1998, Universities of Victoria (Canada) and Zagreb (Croatia) reinstituted its museum studies course in the Inter-University Centre, Dubrovnik, Croatia. The topic of study was the role of museums in the aftermath of armed conflict. Twelve students from the Universities of Montreal, Victoria and Zagreb participated in field tours and discussed papers presented by eleven faculty from Canada, Croatia, Israel, Italy and the Netherlands under the co-direction of Professors Ivo Maroevic and Martin Segger. Prof. Segger (Canada) provided an overview of the theme with an introductory paper, “Danger, Museum Ahead: An International Survey of the Role Of Museums in the Aftermath of Armed Conflict”. Dr. Maroevic (Croatia) brought matters into a local and practical focus with his presentation, “Museums and Their Role: The Development of Local Communities after a War – Croatian Experience”.
