Over the past two decades, Ghana’s media landscape has undergone radical transformation, leading ... more Over the past two decades, Ghana’s media landscape has undergone radical transformation, leading to the emergence of hundreds of frequency modulation (FM) stations across the country. These stations have become the country’s most powerful mediums of communication, carrying an array of programs aimed at diverse audiences. With northern Ghana as a case study, this research examines FM stations’ role in rural development, their mode of impact, and their attendant challenges. This is achieved via qualitative methodology; that is, in-depth interviews with station managers and local development stakeholders, supplemented by programming content analysis of ten FM stations. Findings indicate that FM stations in northern Ghana, irrespective of their classification, aid rural development by serving as an endogenous conduit for the transfer of information that promotes community development and empowerment. This is achieved through programming in local dialects, local musical and cultural programs, expert presentations, interactive phone-in sessions, and news presentations. Challenges include the lack of employee professionalism, financial constraints, poor audience research, technical challenges, excessively partisan political coverage, and lack of original programming.

Besides its profit seeking interest and funded advertising, it disseminates information to the rural communities for development purposes. There have been growing number of FM radio stations in the Tamale Metropolis since 1995. The paper set out a platform to identify the motivation behind the rising number of FM radio stations in the Metropolis, their programme content and impact on the people, type of audiences and the limitation of FM radio stations in the Tamale Metropolis of Northern Ghana. An interview was conducted with 40 respondents purposively selected. These sampled respondents include opinion leaders, religious clergy, chiefs, and media professionals all drawn from Tamale Metropolis of Northern Ghana. Regular radio broadcast reaches out to a vast number of audiences and caters for the aspirations of the masses by providing information, education and entertainment. Now wide-band FM radio has very high quality transmission medium for its coverage areas. The paper examined listenership preferences of FM radio stations, programs patterns and habits of audience in the Tamale Metropolis. The paper adopted a crosssectional survey design and proportional size to sampling techniques for selection of communities. Out of the total of 400 questionnaires distributed, 392 were retrieved and analysed. The study established that an overwhelming majority preferred FM radio to state-owned-radio and Zaa radio rated highly preferred FM radio station in the Metropolis. The study also indicated that discussions and phone-inprograms are most preferred programs. The paper recommended that state-owned-radio be decentralized to enable it design community based programs to cater for the audiences. It also recommended that radio be used for information disseminating tool to the communities instead of being a propaganda machinery to sail through government policies and programs.

In spite of this expectation, tertiary students, parents and other stakeholders are often reluctant to pay for this quality. Many of these stakeholders concede that quality comes at a cost but contend that the levels of user-fees demanded are outrageous having regard to the levels of remuneration in Ghana. This paper examines secondary data from Ghana on policy reforms aimed at improving quality in the educational sector since independence. Then a review of reforms specifically on the tertiary sector since 1992 follows. It examines the roles of bodies having oversight responsibility for the tertiary sector as well as survival strategies that tertiary institutions have adapted to regain public confidence in them and their relevance for national development. The study adopts survey design and also employs probability proportional techniques to select communities for the study. The main thrust of this paper is on the impact of local dialect on rural community development, preferences of development programmes and the community's participation in the production of radio programmes. Out of 400 questionnaires distributed, 392 was retrieved and analysed. From the results, it is established that local dialect broadcast on radio have an impact on development of rural communities. Also, it improves awareness and knowledge of solutions to community's development problems in education, agriculture, environment, culture, politics and religion. The paper compare target audience's preference for local dialect radio programmes to other similar content programmes that were not broadcast in local dialect. It concludes that radio broadcast in local dialect plays a pivotal role in bridging the communication gap between government andrural communities. It proved to be one of the effective mode of communication at the grass-root level. The study shows a positive role played by the indigenous dialect's radio programmes and recommends that rural development programmes on radio should be packaged in local language. Thus, enhances listenership, interest and positive desired behavioural change.

The study further examined other factors such as frontal attack, transfer techniques, special assignments, nitty gritty tactics, layering, delays, evasion, shouting regimes and double bind techniques. Besides observation, the study relied on literature review (Desk Study) Thus, it appealed to a variety of fields in humanities, social sciences and other professional disciplines.

Men like Socrates, Copernicus, Galileo and Bertrand Russell suffered many indignities in defence of these ideals. Hiring and firing Vice-Chancellors always raise the issue of academic freedom in universities to choose their teachers and operate within their ivory towers without any interference. Besides observations, the work relied on literature review. The paper defines academic freedom and autonomy, carefully details how university councils, academic boards and other committees have resisted outside intrusions into these cherished ideals. Unsuccessful onslaughts at the freedom and autonomy of universities have only called for more consultations and collaboration between governments and university leaderships. This ideal relationship is to harmonise scholastic pursuits with national goals and aspirations. While one cannot expect the government, as financiers of public universities, to look on unconcerned about what happens inside its universities. An appreciation of each other's expectations and roles can harness national development without any players feeling traumatized and befuddled. Increased participation of academics in partisan politics and scrupulous regard for merit and committee work in universities will not only improve government understanding of universities, but also create peaceful industrial atmospheres in universities to render both interference and censure unnecessary.
