To overcome the turbulences of Indian telecom market and to survive BSNL Government Telecom PSUs for future, during the last quarter of FY 2018-2019, Government of India announced a revival plan. The crucial item of this revival plan is implementation of Voluntary Retirement Scheme (VRS) in a short period of about 3 months and to reduce staff strength.

This paper describes a comprehensive study about the revival plans 2022 & 2019 proposed/implement... more This paper describes a comprehensive study about the revival plans 2022 & 2019 proposed/implemented by the Government of India as a part of one of the measures to revive the BSNL, one of the Government of India Telecom PSU in India. Due to the prevailing conditions in BSNL, non-introduction of 4G mobile services, non-up gradation of the core network, outsourcing of the maintenance of the old underground copper cable network, provisioning of wired services through Telecom Infra Providers (TIP) location-wise on revenue sharing basis, etc. Also due to the severe competition prevailing in the Indian Telecom mobile sector, the convergence of technology and the advancement to reach the last mile is a challenging task for the Mobile operators. The introduction of 5G mobile services in India is under the final stage by the private mobile telecoms, expecting high-speed internet up to 100 Mpbs, which will be utilized for various industrial, commercial & research applications. With the high-speed data access provisioning, implementation, and integration of new technologies like M2M communication, IoT, AI, and Black chain technology, Cloud Computing application projects can be introduced in totality whereas presently most of the applications purely depended on wired communication. Some of the projects like Power sector Operation & utilizing smart metering applications for HT & LT services, monitoring of power distribution system through SCADA projects, Water distribution system SCADA project, and Smart City application in which monitoring from the centralized DASH board of all the smart poles, smart signalling, smart bus stations, and the terminals, SONAR, RADAD, GPS applications using in the Fishing activities monitoring, smart agriculture using DRONE technologies, DIP irrigation operating remotely, Various marine applications, Defence applications like the movement of the War ships, submarines are the some of the real-time monitoring application with high-speed internet access.

Having a mobile number/s by an individual or an entity is as common as having a name to a person ... more Having a mobile number/s by an individual or an entity is as common as having a name to a person /an entity. Basing on utilization levels, having new mobile connections as well as discarding existing one/s is a general practice. Once discarded (Ex: disconnected or permanently closed) mobile numbers will be provided as new connections after certain prescribed periods basing on the demand for new connections and availability of fresh/new mobile numbering resources by the Telecom Service Provider. At this point of juncture, a special observation that calls/messages belong to the earlier user/s of that number is being received by a new user of that mobile number. In this article, a survey among mobile users studied the experience, expectation as well as awareness about the re-cycling of mobile numbers and listed the findings/results with few logical suggestions/s in the Indian scenario.

Increased penetration/adoption of mobile telephone services, usage of smart devices, having multi... more Increased penetration/adoption of mobile telephone services, usage of smart devices, having multiple mobile numbers by a single customer has created a huge demand of mobile connections, but unable to meet the supply of enough new numbering resources as per demand leading to re-use of permanently disconnected mobile phone numbers (Recycling) to acquire new customers by Telecom service providers. Being mobile number is crucial data informatics in the on-going business systems/market, the practice of Recycling of mobile numbers left with inconveniences to the present & previous user of that number and business firms (on-line or off-line) who uses the mobile number as a reference. To overcome the difficulties raised due to recycled mobile numbers, in this article, a broad study made on the mobile number's environment and listed various stakeholders surrounded a mobile number. As a result, we proposed few possible alternatives, Standards, uniform practices and developed a Cooling Exchange concept as a common platform among stakeholders of mobile numbers to address the challenges raised due to Recycled mobile numbers

Six months after the announcement of a revival package for Bharat Sanchar Nigam Limited, the gove... more Six months after the announcement of a revival package for Bharat Sanchar Nigam Limited, the government-owned telecom service provider continues to bleed: 4G spectrum is not allotted, non-availability of the fund continues and timely payment of salary every month remains a pipe dream. BSNL is already lagging behind the private telecom service providers by 4 years, so far as the 4G technology is concerned. India is one of the most regulated telecom markets in the world and provides opportunities for both foreign operators and equipment sellers. With the opening of the telecom sector to private investment and establishment of an independent regulator, the matter of separation of service providing functions of DOT and ensuring a level playing field to various service providers had been engaging the attention of the government. On these lines, the NTP-99 had enunciated to separate the policy and licensing function of DOT from the service providing function as a precursor to the corporatization of the DOT. Accordingly as a precursor to corporatization, a new department viz. Department of Telecom Services was created followed by the creation of the Department of Telecom Operations by carving out service provision and operational function from the licensor, i.e. the DOT.
