Classroom observations, questionnaires and in-depth interviews with teachers were used to explore teachers’ practices and attitudes. Research was also conducted into the nature of the Khmer language. These preparations informed the design of the programme implemented in 127 rural schools. The success of the intervention was evaluated through classroom observations and a survey of teachers. Pupils’ reading was assessed in a sample of the intervention schools and compared with a sample of pupils in schools without the intervention. Results showed that most teachers in Cambodia use a one-strategy approach to teaching reading but that reading competence remains poor. In comparison, the assessment of pupils following the training of teachers in a multiple-strategy approach showed a marked improvement in their reading.

This article describes a small study in the Primary Teacher Training Department of a university. It attempted to identify some of the obstacles the students encountered and to ascertain whether these were differently experienced by students from non-traditional backgrounds

It shows a consistent pattern of BME underachievement. In 2008/9 the ‘difference between the proportion of white qualifiers who obtained a first class honours or upper second class honours and that of BME qualifiers was 18%’(ECU, 2010:92). Evidence suggests that even when other factors, such as socio-economic status, level of education, age at entry to higher education and family educational background, are taken into account, Black and Ethnic Minority students still underachieve, and are less satisfied with their experience in HE, compared to White students (HEA 2008, NUS, 2011, Pilkington 2011). The researchers will seek to develop their own teaching to reflect inclusive practices in an attempt to raise the engagement and attainment levels of students from non traditional backgrounds. Students will be invited to take part in focus group sessions to explore their attitudes to...

The bilateral donor outsourced the contract to a team of British consultants to design and lead an early literacy project working alongside Khmer national consultants. This article begins by discussing and analysing how globalized perceptions of teaching, learning and national identity were enshrined in the development of training and classroom materials for both teacher and pupils. It uses the example of the place of phonics in the teaching of reading to explore the contradictions in practice between donor and low income countries. By examining the perceptions and assumptions made by all parties and analysing the discourse that took place in the development process it is possible to identify how national education and perceptions of identity and citizenship come into conflict with what was identified as a ‘global pedagogy’. As more agencies become involved and agendas change, the conflict between issues of national identity, citizenship and global pedagogy become increasingly blurred leaving the authors the task of unpacking the relative importance of these concepts on the impact of the project. We conclude that in educational project design there is a need to strike a balance between the influences exerted through international practice and priorities against the effects of local conditions, culture and context.

A theoretical framework and research on which it is based are outlined, and suggestions are made for classroom strategies and procedures. The first chapter discusses the issues of entitlement and provision for bilingual learners in the British context, and the second reviews research on language development, particularly as it relates to bilingualism. The third chapter outlines reasons for valuing first languages in the schools, and the fourth looks at the distinctive language of the school environment, its effect on bilingual students, and the specific needs of bilingual learners new to a school in which their home language is not the language of instruction. Chapter five discusses explanations of and remedies for the underachievement of bilingual students under the National Curriculum in Britain. T...
