From a cosmopolitical point of view, the concept of ‘government’ is generally subsumed under that... more From a cosmopolitical point of view, the concept of ‘government’ is generally subsumed under that of ‘governance’. The term ‘governance’ covers various types of practices — economic (corporate governance); political (European governance); and both political and economic (global governance). From the cosmopolitical perspective, the issue is not what government is, or even what the best type of government is and how to achieve it, but what definition can be attached to the slippage from the concept of government to that of governance, and what the nature of this modification is. Are we dealing with an accidental occurrence (a mere chance semantic slippage) or with an inevitable process? And if it is an inevitable process, by what necessity is governance applied to both economics and politics, whose rules are apparently so distinct? If the term governance covers the spheres of both public and private life, should we conclude that there exists a sole, all-encompassing form of governance, or several different ones? In order to reply to these questions, I shall use Foucault’s concept of ‘governmentality’, which I believe to be close to the notion of governance. Developed as part of a project to understand a certain stage of liberalism, governmentality expresses three things: firstly, a notion of the act of governing; secondly, an always already-existing interpenetrability of the economic in the political and the political in the economic (in regard to which Foucault wrote that ‘the introduction of the economic into the exercise of politics [was] the essential issue of government and governmentality’); and thirdly, an internal logic which is a political rationality of a specific nature.

The objective of this article is to demonstrate that policy-based clusters can be seen as institu... more The objective of this article is to demonstrate that policy-based clusters can be seen as institutions and laboratories of institutional change. Taking the case of France where a national policy has been established with a set of common rules for 71 clusters, we explore and discuss these two hypotheses. Firstly, building on a case study of Medicen, a biotechnological cluster, we show that new formal and informal rules are being elaborated through a permanent interaction between the various cluster organisations and the cluster itself as an institution. Secondly, based on a statistical analysis of 71 French clusters, we reveal four categories of policy-based clusters as laboratories of institutional change. Even if common institutionalisation trends may appear at one stage, we argue that instead of homogeneity and isomorphism, the policy-based clusters are undergoing change and engendering variety on the long run.

Her principal research interests include change and learning processes in organizations. Within that she has concentrated on individuals' receptivity to change and the role of learning and knowing practices, in conjunction with human resource development interventions in organizations. She is currently undertaking a series of research projects in organizational learning, social practice and dynamic capabilities and is focusing on the development of new methodologies for studying social complexity in organizations. She writes on all the above areas and her work is published in international journals such as Organization Studies, Journal of Management Studies and Academy of Management Review. She is subject editor for Organizational Learning and Knowledge and Organizational Journal and has just completed a five-year term as joint editorin-chief of the international journal Management Learning. She serves on the editorial board of Organization Science, Academy of Management Learning and Education Journal and Society and Business Review. She has served in numerous positions at Board and Executive levels at the Academy of Management (US) and is currently serving for a second term on the Board of the European Group in Organization Studies (EGOS).

Strategy consists in making choices and taking decisions involving an organization while being aw... more Strategy consists in making choices and taking decisions involving an organization while being aware of the interactions between the corporation, its environment, and its existing or potential resources. Linked to corporate policy, it is an activity which requires reflection and action. As practice, it “gradually constructs ensembles of opportunities and imagines trajectories of development in a rapidly changing and partially unpredictable environment” (Desreumeaux et al. 2009). As reflection, it “renders the world comprehensible, simplifying it with a view to facilitating action” (Desreumeaux et al. 2009). As such, it is praxeological reflection because it seeks efficacy and efficiency (yields and the relationship between assets and results) (Martinet et al. 1990). From the outset, stakeholder theory has cast itself as a practical and useful theory associated with strategy, as is demonstrated by both the oldest and most recent publications on the subject, those of Freeman and his co-authors: Stakeholder Theory, written by Phillipps and Freeman (2010); Stakeholder Theory: A State of the Art, coordinated by Freeman et al. (2010); The Handbook of Strategic Management, edited by Hitt et al. (2001); Strategic Management: A Stakeholder Approach (1984); “Manager les parties prenantes” (1982); and Manager pour les parties prenantes: survie, reputation et succes (2007). To this list can be added the recent book by Wicks, Freeman and Werhane: Business Ethics: A Managerial Approach (2009). For the advocates of the theory, the managerial or strategic management approach encompasses planning, systems theory, corporate social responsibility, and organization theory.

Then discusses in a more detailed manner what is meant by the term “dominant functionalism”. Then deals with the question of the equilibrium between sovereignty and legitimacy from the point of view of corporate governance. In effect, rules of governance (considered as the designation of a sovereign power) are searching for a legitimizing instance originating outside the framework of those rules. Finally, covers the proprietarialist origins of stakeholder theory, origins which correspond to a moderate liberal tradition.
