The site - Lower Vouga Lagoon System - is a unique man-made landscape that is threatened by various factors, namely salinisation and abandonment. However, it is a place of significant interest for nature conservation. The complexity of the site and of the Project, combined with the significant public attention that surrounded it, called for innovative approaches in terms of methodology and tools for the implementation of the recommendations that at the same time were technically credible and well understood by the public. This aspect together with the unique character of the landscape were the departure steps for Portugal to initiate in 1998 the studies to inscribe it in the list of UNESCO Word Heritage Sites as an 'evolved continuing cultural landscape'. This paper presents in a summarized way the designation process emphasizing the methodology and the interpretation of the character of the landscape. The studies led to the selection of the most representative area within the Douro Demarcated Region of about 10% of the total area later entitled Alto Douro Wine Region. This selected area can also be considered a greenway both for its content in terms of the presence of natural and cultural values as well as being a river corridor along the Douro River. The greenway concept when applied to the whole Douro Demarcated Region becomes a strong and very effective landscape planning tool.

There were two aims in mind: 1) to counterbalance the impermeabilisation due to the rapid urban expansion of the last 20 years and render the metropolitan landscape both legible and ecologically functional, and 2) to guide the review of the Town Master Plans of the nine municipalities making up the AMP in articulated form so as to define strategies and opportunities to valee the environment, landscape and quality of life. We emphasise the methodology employed and produce a conclusion on the opportunities of ecological networks for metropolitan sustainable planning and management which contradicts the previous predominant mainly sectorial view and lends visibility to the territorial base and opting for an integrating view of resources as a way to organise the land and enhance quality of life.
