of character building through teaching learning process at 63 elementary schools in Jakarta
reached was 44.87 or 97.54 % of the achievement of theoretical maximum score.from
maximum score. It can be concluded that in teaching learning process, character building
integrated has already been effective for 65.1 % of 63 elementary schools observed in Jakarta.
On the other hand 9.6 % of 63 elementary schools observed in Jakarta has not been optimal in
character building integration in teaching learning process.

The specific purposes of this research are to develop elementary school management model on the basis of gender mainstreaming to be implemented in Jakarta. The method of this research was research and development with the steps as follows: (1) pre-development consisting of needs analysis, literature study, field study and trial-test; (2) model development consisting of model draft development and evaluation instrument development; and (3) post-development consisting of beginning step field test and evaluation, beginning field step revision, next step of field study and evaluation, and perfecting of tested product. This research was done based on the survey of elementary school management implementation based on gender mainstreaming in Jakarta. This model was developed based on needs analysis done in elementary schools in Jakarta with the indicators of gender mainstreaming in teaching learning activities, learning equipments, human resources development, students activities, recruitment system, school administration, school management, educational financing, infrastructure, school culture, and decision making system. The elementary school management on the basis of gender mainstreaming is appropriate for effective school concept. The causal study reported here aimed to examine the hypothesis. It was conducted in the Educational Office of the DKI Jakarta Province, through a four-month survey, from May 2009 to September 2009, involving 150 staff members who had been randomly selected from the overall 247 staff members. The data of each variable were collected separately by the respondents' filling in a questionnaire. A path technique was employed to analyze the data. The results show positively direct effects of the leader's behavior, the staff's personal characteristics, and the nature of their tasks on their work motivation. A positively direct effect of the leader's behavior was also apparent on the staff's personal characteristics and also the nature of their tasks. But the leaders' behavior showed a positively indirect effect on the staff's motivation through their personal characteristics and the characteristics of their tasks. The findings suggest that variation in the staff's motivation could be minimized if the variables of the leader's behavior, the staff's personal characteristics, and the nature of their tasks are taken into consideration.

The method of this research is the action research done in class outlined as Kemmis and McTaggart. This model is a dynamic process describing improvement in a spiral of steps composing of planning, acting, observing, and reflecting. The result shows that there was an increase of arithmetic mean test scores from 61.5 in cycle 1 to 67.2 in cycle 2 with t test= 2.114. Due to this result was still lower than the target, so the research was continued to the cycle 3. There were also learning gains from 67.2 in cycle 2 to 76.2 in cycle 3. This result is higher than the desired success target with t test= 3.267 showing that it is statistically significant at the 0.05 level. It can be concluded that student learning outcomes can be enhanced through the use of contextual teaching and learning. Application of contextual teaching and learning in teaching and learning process can give the opportunities for the students to express their ideas freely, have creative thinking, and use their knowledge comprehensively so that the student learning outcomes will be increasing.
