Until 2009, intermodal marine container terminals had experienced constant growth in container vo... more Until 2009, intermodal marine container terminals had experienced constant growth in container volumes since widespread containerized trade began. Even with the downturn in freight volumes due to recent economic conditions, forecasts are that freight volumes will rebound and will increase dramatically by 2020, resulting in substantial increases in congestion. The port industry is under pressure to develop strategies and capacity to accommodate these increasing freight volumes. Efficient gate operations are crucial to intermodal freight terminals since their impact is not isolated to the efficiency of the operations within the terminal but also extends to the road traffic on nearby freeways and access ramps. Inefficient gate operations can spill over to the surrounding roadway network causing serious safety and congestion problems, and degrading the reliability and performance of carriers, shippers, and terminal operators. The recovery phase is characterized by activity to return life to normal or improved levels. Very little research considers the recovery phase, which encompasses restoring services and rebuilding disaster stricken areas of the highway transportation network. Existing recovery phase models deal primarily with travel times and do not focus on specific routes for reconstruction. This research proposes a plan for repair and restoration of bridges to restore a highway network that allows accessibility to key facilities in the area. This research differs from other recovery phase models in that actual routes are chosen for recovery based on given criteria. Efficient gate operations are crucial to intermodal freight terminals since their impact is not isolated to the efficiency of the operations within the terminal but also extends to the road traffic on nearby freeways and access ramps. Since intermodal freight terminals tend to be located in or near major cities, where right of way is limited and very expensive, implementing operational strategies to reduce the effect of the terminals truck related traffic to the surrounding roadway network becomes more important and more viable than physical capacity expansions. There is an ongoing discussion concerning the implementation of different gate operation strategies that may relieve these effects. Among the gate operation strategies being considered to relieve the impacts of congestion and delay are gate appointment systems, extended hours of operations for terminal gates, and advanced technologies for gates and terminals. The purpose of this paper is to critically review the published literature on the different gate strategies. This paper also presents existing attempts at reducing truck queues at terminal gates and improving terminal operations and traffic conditions in the vicinity of the terminals and the technologies available that support the implementation of this type of strategies.

Intermodalism and its accompanying benefits have changed the U.S. economy since the early 1980s. ... more Intermodalism and its accompanying benefits have changed the U.S. economy since the early 1980s. This has not only changed international trade patterns, but also domestic rail shipments, as firms utilize existing intermodal equipment to balance cargo traffic. As international trade, especially containerized traffic, remains a growth area for the U.S. economy, the penetration of intermodal services will only continue, and with it, the demands for improving operational efficiencies and the expansion of intermodal networks. The paper discusses the nature of rail intermodalism in the U.S., using case studies of intermodal facilities in the Memphis region. The paper addresses how different regional and state groups have approached the development and promotion of rail intermodal terminals. Based on the case studies, the paper develops a best practice framework for potential development, planning, and governance of these facilities considering the needs of shippers, carriers, and communities.

It has been estimated that motor vehicle–related crashes account for more than 1 million fatalities each year, and the number of serious injuries far exceeds fatalities. Local and low-volume roads are significantly overrepresented in crash statistics. Globally, the road safety audit (RSA) concept has been recognized as an effective tool in identifying and reducing the crash potential of roadways when used to analyze the safety aspects of project plans and designs before completion. In the local rural road arena, many safety issues are associated with existing roadway networks. Many of these networks have developed over time with little or no planning or design. There is a critical need for a practical tool that focuses on the safety of the existing as-built local road network.
