Tematyka zadłużenia Jednostek Samorządu Terytorialnego (JST) jest często podejmowana w literaturz... more Tematyka zadłużenia Jednostek Samorządu Terytorialnego (JST) jest często podejmowana w literaturze, ale na ogół bagatelizuje się wpływ zadłużenia na możliwości absorpcji środków unijnych. Wynika to z przepisów, które w części nie włączają zadłużenia i jego obsługi do indywidualnego wskaźnika zadłużenia, jeśli jest to związane z realizacją projektów współfinansowanych z UE. Jednak samorząd ma ograniczone możliwości w zakresie obsługi i spłaty pożyczek. Dotyczy to zwłaszcza małych jednostek, które realizują niskie dochody budżetowe, i nawet niewielkie zadłużenie może spowodować trudności w wykonywaniu zadań. Zadłużenie może więc ograniczać, a nawet eliminować jednostkę z ubiegania się o środki unijne. Celem badania jest zatem określenie wpływu zadłużenia wybranych JST na pozyskiwanie środków unijnych. Dla realizacji celu przyjęto następujące dwie hipotezy. Pierwsza-wielkość zadłużenia JST wpływa na absorpcję środków unijnych. Druga-JST wyhamowują proces zadłużania się pod koniec okresu perspektywy finansowej 2007-3013 w celu zwiększenia swojej zdolności kredytowej przy pozyskiwaniu środków UE w latach 2014-2020 1. The main objective of this paper is to determine the substance of equalization systems and the ca... more The main objective of this paper is to determine the substance of equalization systems and the causes and effects of their use in local finances, as well as the analysis of the differences of existing equalization mechanisms in selected countries. However, the specific objective is the identification of the key drawbacks and dysfunctions of the equalization system in Poland and to propose specific recommendations in the context of introducing necessary reforms. The authors of the paper present the view that firstly, actions should be undertaken to strengthen the financial autonomy of Polish local government entities, and only later, as a result, build a new equalization system adapted to the level of revenue and expenditure independence and different expenditure needs of local government in Poland.

The article analyzes the specifics of the COVID-19 crisis and its impact on the public finance sy... more The article analyzes the specifics of the COVID-19 crisis and its impact on the public finance system, taking into account the key problems of the theory of fiscal federalism. The purpose of this article is to examine the impact of the pandemic crisis on the fiscal relations taking place between different levels of public authority (intergovernmental relations – IGR), considered in the context of the decentralization of the public finance system and the associated distribution of public functions and resources. The article refers to the model features of these relationships, as defined in the theory of fiscal federalism. It also examined the responses of European countries to the negative effects of the COVID-19 crisis, taken within the framework of the IGR, in order to limit the negative effects of the pandemic at different stages. Motivation: Transaction costs economics fits in the paradigm of the new institutional economy, in... more Motivation: Transaction costs economics fits in the paradigm of the new institutional economy, in which the costs are treated as a versatile measure for the effectiveness of institutions. Transaction costs are generated in every field of human activity, because we live 'in the world of contracts'. Characteristics of transaction costs include: common unawareness of their existence, difficulties in quantification and omission in economic calculation. This pertains especially to the public sector and the corresponding public transaction costs. In modern public finance system, costs rise at a dynamic rate, thus having a significant effect on government budget, as well as on the effectiveness of the public sector. Aim: The purpose of this paper is to identify and indicate the specificity of public transaction costs for local government sub-sector, as an integral component of public finance sector. The intent of the author is to expose the threads of local governance and public sector within the theory of transaction costs economy, as well as to prove that inclusion of those costs in economic calculations related to local finance system is the necessary condition for effective management of self-government finance. Results: The theoretical achievements of transaction costs economy focuse mainly on market transactions (market transaction costs) and managerial relations (managerial transaction costs), usually marginalizing the thread of public transaction costs occurring in the field of the institutional environment related to the process of making public choices/political decisions and providing of public goods. The highest transaction costs of self-government sub-sector are associated with two levels of its activity.
