L'utilizzo del potenziale idroelettrico e la salvaguardia dell'ecosistema fluviale sono d... more L'utilizzo del potenziale idroelettrico e la salvaguardia dell'ecosistema fluviale sono due aspetti contrastanti che emergono nella gestione della medesima risorsa, generando conflitti tra i diversi portatori di interesse. Al fine di raggiungere un equilibrio tra l'incremento della produzione di energia idroelettrica e la protezione ambientale, A¨ necessaria una valutazione comparativa trasparente dei diversi interessi in gioco sulla base dei criteri di sostenibilitA . Un valido supporto all'analisi di tali problematiche A¨ offerto dall'Analityc Hierarchy Process. Il metodo, appartenente alla famiglia delle Analisi Multicriteri, permette di considerare simultaneamente diversi criteri sia qualitativi che quantitativi, fornendo una base razionale a problemi di scelta caratterizzati da differenti obiettivi. Il presente lavoro sviluppa un sistema di supporto alle decisioni per conciliare la tutela degli ecosistemi fluviali e le esigenze di utilizzo idroelettrico attraverso la definizione di un modello valutativo per confrontare e selezionare progetti di utilizzo della risorsa idrica a scopo idroelettrico nei bacini montani, con particolare riferimento alla Valsesia. Il lavoro presentato ha contribuito al supporto tecnico-scientifico delle attivitA sviluppate nell'ambito del progetto europeo "Alp Water Scarce - Water Management against water scarcity in the Alps". Lo studio ha messo in luce la capacitA di questo strumento valutativo di evidenziare gli elementi importanti del problema decisionale utili per la definizione di future linee guida progettuali ma nello stesso tempo, ha dimostrato l'utilitA di questa metodologia nel supportare decisioni di scelta multidisciplinare attraverso un processo di valutazione trasparente e ripercorribile.

River basin planning and management constitute complex decision problems, characterized by many a... more River basin planning and management constitute complex decision problems, characterized by many actors and stakeholders with conflicting objectives and values, ranging from the protection of local flora and fauna and the enhancement of the recreational value of the river, to the preservation of the water resources for industrial purposes and human activities. In the light of the aforementioned complexity, specific evaluation methods are needed for supporting decision-making processes in this context. The present paper proposes an evaluation approach based on the combined use of two different evaluation techniques, the Spatial Multicriteria Evaluation and the stakeholders analysis, for supporting the definition of policies and actions for a river basin. In particular, alternative predictive scenarios are generated through the Ordered Weighted Average method in order to explore different solutions. Starting from the Pellice river basin (Italy), the study presents the results of the integrated evaluation approach, focusing on the potentialities of the methodology for supporting the definition of future policies and plans for the area.

The North Coastal Region of the State of São Paulo, which comprises the Municipalities of Caragua... more The North Coastal Region of the State of São Paulo, which comprises the Municipalities of Caraguatatuba, São Sebastião, Ilhabela and Ubatuba, is one of the most prone to flooding Brazilian areas, owing to hydrological extreme rainfall events usually coupled with extreme tidal levels. This risk is also high due to human lives and material assets, with increasing population rates and the settling of large Companies such as the Oil industry, with reduced defense measures and works. The catastrophic scenario of the city of Caraguatatuba, in March of 1967, resulted from one of the most serious natural disasters in Brazil, fosters discussions about probabilities of rainfall events and rise in the sea level in coastal areas. Hence, this research is a consequence of this reality. The research presented is founded on an innovative methodology based on the analysis of past data of rainfall stations and tidal stations in the region of the North coastal zone of the State of São Paulo (Brazil). The analysis developed approached the meteorological, hydraulic and statistical knowledge areas. Practical results were used for designing macro-drainage, fluvial and maritime projects, that associate the probability of occurrence of certain types of rainfall coupled with their corresponding increase in tidal levels.

The use of hydroelectric potential and the protection of the river ecosystem are two contrasting ... more The use of hydroelectric potential and the protection of the river ecosystem are two contrasting aspects that arise in the management of the same resource, generating conflicts between different stakeholders. The purpose of the paper is to develop a multi-level decision-making tool, able to support energy planning, with specific reference to the construction of hydropower plants in mountain areas. Starting from a real-world problem concerning the basin of the Sesia Valley (Italy), an evaluation framework based on the combined use of Multicriteria Evaluation and Stakeholders Analysis is proposed in the study. The results of the work show that the methodology is able to grant participated decisions through a multi-stakeholders traceable and transparent assessment process, to highlight the important elements of the decision problem and to support the definition of future design guidelines.
