T... more This report provides an evaluation of the impact of World Bank Institute (WBI) client programs. The report discusses the evaluation methodology, results, and recommendations. In Chapter 2 an overview of the specific evaluation questions, an overview of the methodology, and sampling and data-collection results is presented. Chapter 3 discusses effectiveness of the learning activities and their impact on participants, Chapter 4 outlines the features of the WBI learning activities and their relationship to effectiveness and impact and Chapter 5 highlights the contribution of WBI's activities to developing knowledge and capacity and discusses the efficiency of WBI activities.

Needs are not uniquely American. From Johannesburg and Helsinki to Cairo and Santiago, they are a... more Needs are not uniquely American. From Johannesburg and Helsinki to Cairo and Santiago, they are assessed around the world in a variety of contexts and conditions. Needs assessments often cross borders and cultural boundaries, attempting to systematically assist communities, organizations, and people in making better informed decisions. This complexity can improve the results of an assessment, while at the same time presenting the assessor and the methods used with many practical challenges. In response, the focus of this chapter has to do with successfully conducting needs assessments in diverse international contexts. Offering practical tips, the foundation of the chapter provides real‐world guidance for handling many of the obstacles faced in needs assessments.

The field of international development, in turn, has much to teach practitioners of performance improvement. In this article, the authors discuss the elements of performance improvement already being applied and suggest key benefits of expanding the application in development projects, for example, rural road construction in Bolivia or teacher training in Uganda.
