Ethiopia is, in the last two decades, taking some positive measures to improve the old long lasti... more Ethiopia is, in the last two decades, taking some positive measures to improve the old long lasting poor land administration system. Some laws were made at federal and regional level; so were some policy guidelines. More importantly, land registration and certification is being implemented in the country though in quite varying scale and quality. In view of this, it is quite appropriate to investigate the major gaps in the existing sustainable land management practices. The gaps should be identified and a few possible solutions be indicated. The main problems in this regard relate to enforcing institutions of the land laws and activities, legislative framework for the land administration, and the technical management of the land related information such as the issue of computerization. However, this governmental effort has to be supported by the land professionals in the country whose number is increasing at a good rate. In view of this, the land professionals have already planned to come together in an association called the Ethiopian Land Administration Professionals' Association. They will obviously help the government's eforts through the identification of the gaps and problems in the land administration system, not to mention the high advantage they will get through the advancing of their own professional self interests. Therefore, this paper attempts to explain briefly the need for such an asscociaion in Ethiopia and the nature of the association which has been established and will hopefully be soon registered.

In Ethiopia, real estate management has been generally based on traditional and customary institu... more In Ethiopia, real estate management has been generally based on traditional and customary institutions and laws. Ethiopian Urban centers in general and Bahir Dar in particular, being the centre of one of the most populous regions in Ethiopia, Amhara Region, can not tolerate inefficient real estate management any longer. Socio-economic issues and issues of sustainable development encircle the need for effective cadastral and land registration development in Bahir Dar. If appropriate cadastral services are not put in place and examined from time to time as the urban expansion continues, the city will undoubtedly face high infrastructural costs and worse socio-economic problems. Neither will the urban development policy of the country be effectively applied in the city. This paper clearly shows the importance of effective or modern real estate management in the context of cadastre and land registration together with the basic features of same. The core of the paper is that it concisely puts the short history of cadastre in Bahir Dar and implicates its future trends as it is and as it ought to be. It assesses the factual situations with regard to cadastre and land registration in Bahir Dar and then evaluates the system based on the institutional, legal and technical evaluation criteria.

In Amhara region, attempts have been made in the last decade to introduce relatively modern form ... more In Amhara region, attempts have been made in the last decade to introduce relatively modern form of land information system. In this regard, Bahir Dar, the capital of the ANRS, is among the four pilot towns (others are Mekelle, Awassa and Adama) over which a cadastral project has been exercised since 1999. This project had ceased in 2004 and in 2006 a new project was designed to commence the stopped real estate registration system. This project finally culminated in the preparation of a comprehensive cadastral manual in April 2008 by a private consultant which has identified the problems of the previously existing cadastral practices and has come up with a systematic and usable approach of cadastre system with the view toward carrying out a comprehensive cadastre system of all urban centers in the region. World Bank finances part of the project which is being implemented in 4 urban centres of ANRS, namely, Bhair Dar, Gondar, Dessie and Kombolcha .To sustain the system in these major cities and to start it in all other urban centres as envisaged by the manual, however, a lot needs to be done by way of building urban capacity in finance, personnel and administration.
