This article will argue that bioethics is not a value-free discipline but rather an attempt to fi... more This article will argue that bioethics is not a value-free discipline but rather an attempt to find a best solution to the bioethical dilemmas challenging physicians and patients' decision-makings. Since there are different approaches in bioethical discourse, some say that all decisions are right as long as they are made on the basis of autonomy. This author will present a view to say that some answers are better than others. Physicians do not have to be neutral or to bury their own bioethical beliefs in response to the call of respecting to patient's autonomy. Medicine is a science of conscience with the goals to save life and treat diseases. Physicians must be allowed to express their views and be faithful to their own conscience in difficult cases in bioethical dilemmas.
This is a study of the health insurance, especially the care of the elderly in Canada and how the... more This is a study of the health insurance, especially the care of the elderly in Canada and how these Canadian programs could help Taiwan to develop a qualitative care for its citizens. The characteristics of the Canadian health insurance system as revealed through its upheld principle are namely, universality, accessibility, comprehensiveness, portability and public administration. These principles have served as guidelines to all Canadian health care programs. In regard to the care of the elderly in Canada, the best example is Ontario's program of Human Habitat. This program is based on idea called the Eden Alternative which emphasizes a wholistic atmosphere of a living environment. Home care is another way the Canadian government developed to enhance the elderly's self-worth by helping them live in their own familiar homes with dignity and comfort. A superior physician is hard to come by.Modern society may have changed so muchthat such an expec... more A superior physician is hard to come by.Modern society may have changed so muchthat such an expectation is regarded as unrealistic.Yet with physicians' traditional high socialstatus,medical education must set a noble goal to pursue.The question of whether aphysician can heal and in the meantime be concerned with social harmony and justicearises.It depends on the exemplary role of instructors and the content of the educationalprogram.Medical education is to pass on a humanized medicine so that medical studentsmay understand,experience and grasp the humanistic philosophy of medicine and thusestablish their own theories on values,ethical standards and eventually their own life philosophy.Only when we reach this goal can we say our education has succeeded.

Artificial intelligence (AI), known by some as the industrial revolution (IR) 4.0, is going to ch... more Artificial intelligence (AI), known by some as the industrial revolution (IR) 4.0, is going to change not only the way we do things, how we relate to others, but also what we know about ourselves. This article will first examine what AI is, discuss its impact on industrial, social, and economic changes on humankind in the 21st century, and then propose a set of principles for AI bioethics. The IR1.0, the IR of the 18th century, impelled a huge social change without directly complicating human relationships. Modern AI, however, has a tremendous impact on how we do things and also the ways we relate to one another. Facing this challenge, new principles of AI bioethics must be considered and developed to provide guidelines for the AI technology to observe so that the world will be benefited by the progress of this new intelligence.

Medical scientists have been working hard to find out how to apply these pluripotent stem cells to enhance our health. There however, ethical concern exists that the extraction of the primordial stem cell from the blastocyst will cause the withering of this potential life. There have been ethical debates about what life is and how we can ethically utilize this life-saving cell to save human life. This paper will consider what Fritz Jahr, the coiner of Bioethics, sees about life and then discuss what stem cell is and what is involved in this research. Since the definition of life has been diversified among bioethicists, this paper will seek theological interpretation as well as bioethical view toward do-no-harm and do-good. But what about loving oneself? In Jahr’s discussion on the 5th Commandment as an expression of the moral law, he talked about the duty of self-preservation. He said: ”… in Christian perspective every human life as such is morally sacred – including one’s own life. Preservation of life – and one’s own life not excluded – is a duty.“ This is an interesting statement. Looking at today’s world especially the progress of biomedical technology, human beings have attempted to preserve themselves through the bio-technological enhancement. Is it what Jahr means that we have a duty of self-preservation? This paper will discuss Jahr’s view on life preservation and also look at the ongoing debates of human enhancement in the world today.

Biomedical ethics has always been my interest and concern in most of my life either in teaching or in private thinking. Prof. Fritz Jahr’s writings have deeply touched my heart as I can feel my heart echoing to his thought through my readings of his works. Thank to Dr. Sass for introducing this inventor of the word “Bio-ethics” to me.

It first presents scientific facts about the betel quid, its consumption and negative health consequences and then analyses the cultural background and economic factors contributing to its popularity in Asia. Governmental and institutional attempts to curb betel nut cultivation, distribution and sales are also described. Finally, the bioethical implications of this often ignored subject are considered.

Should children be allowed to express their opinion in regards to medical treatment or experiment... more Should children be allowed to express their opinion in regards to medical treatment or experiment? In the past, the practice seemed to assume that children are not matured enough to make decision affecting their well-being, their guardians therefore are given the power to decide for them. In this article the author will argue that this practice should be changed and children should be allowed to get involved. The author quoted findings of Grootens-Wiegers P., Hein I. M., van den Broek J. M. and de Vires M. C. in regards to children’s ability from developmental and neuroscientific aspects that children actually start knowing their like, dislike, good and bad… from a very young age. Though these processes are gradual, the finding tells us that children are not as immature as we used to think. The author thus argues that children’s autonomy must be respected in some way when medical decision is to be made. At least, they must be told what options are available and seek their opinion.

Old tradition regards those trying their best to make longevity of their elderly possible is a filial act. In order to give patients a right to choose how they will be treated, a new act called Patient Self-determination Act was introduced and passed in 2015 that is to be effective in 2018.
