This paper presents a new approach to the understanding of human smuggling processes. Based on in... more This paper presents a new approach to the understanding of human smuggling processes. Based on insights gained through in-depth interviews with smuggled migrants in Austria as well as a broad range of other sources, the authors explain how the phenomenon of human smuggling can be understood as a transnational service industry linking service providers (human smugglers) with their clients (smuggled migrants). The paper explores how certain aspects of this peculiar service industry, in particular the nature of incomplete information prevalent in the market, lead to a variety of risk-reduction strategies pursued by smuggled migrants, who put a high premium on a "good reputation" and "trustworthiness" of human smugglers. These factors, together with other distinctive features of this specific market, render human smuggling structurally distinct from other criminal activities such as trafficking in human beings or the smuggling of illicit goods and call for new approaches in tackling the challenge.

Over the last decades, a rapid internationalization of higher education has taken place, while si... more Over the last decades, a rapid internationalization of higher education has taken place, while simultaneously many countries have started to promote immigration of the highly skilled to their economies. Increasingly, these two developments have become linked as foreign students are widely seen as the ideal highly skilled immigration candidates to retain. This paper provides a comparative analysis of admission and retention policies towards foreign students in selected industrialized countries, with a specific focus on the regional level, where such policies have only recently evolved. Finally, we ask the question to what extent countries and regions have been successful in retaining foreign graduates for their labor markets and where they have encountered problems. Au cours des dernières décennies, l’enseignement supérieur a connu une mondialisation rapide; pendant la même période, plusieurs pays ont commencé à promouvoir l’immigration de travailleurs hautement spécialisés vers leur économie. Ces deux phénomènes sont de plus en plus liés car, sur le plan de l’immigration, l’on perçoit généralement ces étudiants internationaux comme les meilleurs candidats hautement qualifiés à maintenir au pays. Cet article présente une analyse comparative des politiques d’admission et de maintien par rapport aux étudiants internationaux en vigueur dans certains pays industrialisés, notamment au niveau régional, où ces politiques viennent de connaître une évolution. Finalement, nous évaluons dans quelle mesure les pays et les régions ont réussi à maintenir les diplômés internationaux comme travailleurs chez eux et étudions les problèmes qu’ils ont dû affronter.
