In the recent past repeated calls were made to organize a European Soil Erosion Database (e.g. Ib... more In the recent past repeated calls were made to organize a European Soil Erosion Database (e.g. Ibañez, 1996; Gabriels, 1998; COST, 1999) so as to ease the incorporation within a common framework of several data sets originating from numerous soil erosion experiments currently conducted in Europe. Besides offering a full European coverage, such a comprehensive database broadens the empirical basis of erosion models and improves their applicability to local conditions. Furthermore, it facilitates integration with existing spatial and socio-economic data sets. THE PROBLEM However, the management of this database, compiled from a wide array of sources is bound to meet with serious difficulties. First, erosion modellers, who will be the primary suppliers, collect different model variables at varying temporal and spatial scales (Favis-Mortlock, 1998), and their measurements are not evenly spread over the range of variables under observation. This paper describes the general structure of IIASA's food and agriculture model. Proposition... more This paper describes the general structure of IIASA's food and agriculture model. Propositions on the existence of equilibrium are formulated and discussed, but no proofs are given. These will be published in a forthcoming report where the algorithms developed to numerically solve the model are also described. There are three chapters. Chapter I serves as a general introduction to the modeling system. In Chapter II the model is described in a formal way. In Chapter III the assumptions introduced in the model specification are discussed and their realism is assessed.
The Commission’s proposal issued in 2000 to reform the rice regime includes abolishment of the ri... more The Commission’s proposal issued in 2000 to reform the rice regime includes abolishment of the rice intervention regime, introduction of a flat tariff, and to subsume rice under the cereal regime with set-asides and area compensation scheme, while respecting the trade preferences for ACP countries and minimum access for WTO members. South Asian rice exporters would be the first affected by this plan, and this triggered strong resistance in the Council, because the plan did not envisage any compensation for them. This note reviews the need and scope for reform. The basic problem is that Europe produces rice in two varieties, two-thirds is Japonica, and one third Indica. However, European consumers are reluctant to consume Japonica, an increasing fraction of which therefore ends up in stocks, from where it is disposed of as animal feed, since the prevailing WTO commitments limit exports.
