New regulatory instruments such as benchmarking, ranking and best practices have given new meanin... more New regulatory instruments such as benchmarking, ranking and best practices have given new meaning to the old politics of reputation and changed the standards by which performance is judged. In this article, we investigate the power-based mechanisms that operate between reputation, ranking, benchmarking and performance. Analysing two cases -gender equality policies at EU level and the fight against corruption at the global level -we show that there are valid reasons to doubt the contribution of ranking and benchmarking to improving policy making. The underlying political dynamics even result in adverse effects on performance in terms of legitimacy and effectiveness.

Discursive dynamics play an important role in shaping the meanings of gender equality. The articl... more Discursive dynamics play an important role in shaping the meanings of gender equality. The article discusses the relation between hegemonic discourses on gender equality policies and feminist taboos. It suggests that feminist scholars could paradoxically be trapped in hegemonic discourses on gender equality policies that may lead to taboos about particular approaches to and interpretations of such policies. Three main feminist hegemonic discourses are considered to act as taboos. They deal with the possibility to overcome patriarchy, the role of elites and other groups of actors in processes of gender transformation and the merits of incremental change. The article further discusses the implications of the postulate about hegemonic discourses and taboos on gender equality for feminist knowledge production and reflects on the potential of Bacchi's notion of 'reflexivity' to overcome them.

This article analyzes implementation problems in gender mainstreaming as accentuated by a multi-l... more This article analyzes implementation problems in gender mainstreaming as accentuated by a multi-level setting and assumes that one of the major factors affecting implementation problems is a discursive one. Against this backdrop a methodological approach is presented to study such divergences in policy frames on gender equality. Based upon recent literature, the article first outlines the necessity for a comparative methodology to analyze (gender equality) policy frames, and identifies some major problems in the construction of such methodology. The article then presents and explains Critical Frame Analysis as a promising methodological approach for studying and comparing the framing of gender inequality as a policy problem across Europe in a systematic way.

European Union (EU) policies are a good case to explore the extent to which intersectionality has... more European Union (EU) policies are a good case to explore the extent to which intersectionality has been institutionalised, as the EU has broadened its equality agenda from the 1997 Amsterdam Treaty onwards, and can be expected to impact on the trajectories of institutionalisation in the Member States. Situated in an analysis of the EU legal framework and machinery on gender and anti-discrimination, this article explores the interface between European institutions and civil society in relation to the treatment of intersectionality by analysing alliances and competition between groups representing different inequalities and the positioning of institutions in the debate, and investigates whether the EU's current institutionalisation may enclose positive developments in the treatment of previously neglected inequalities and thus promote more inclusive equality policies, or may create barriers and exclusions between different inequalities. The article concludes that the EU legal framework is merely juxtaposing inequalities rather than intersecting them, and is not giving equal importance to the different inequalities. Debates on the creation of recent institutions, such as the European Institute for Gender Equality and the Fundamental Rights Agency, show existing tensions between different positions and groups. Dynamics of interaction within European civil society show evidence of both contestations and alliances.

Both theoretically and normatively, the question of whether and how to generalize or specify gend... more Both theoretically and normatively, the question of whether and how to generalize or specify gendered social actors in policy-making has been much debated. While some stress the need to specify and intersectionalize actors so that interfering power dynamics can be addressed, others highlight the dangers involved in any reification of social categories. This paper analyzes the actual gendered and intersectionalized category-making of social actors in gender equality policies across Europe, using a database of 2088 recent laws, policy plans, and civil society documents on gender equality from 29 countries plus the EU level. Analyzing four policy issues, we find that the generic category "women" is often present, although less in laws. Intersectionalized categories, however, are rare, as is an articulation of these actors' specific problems or how policies could address their needs. Lastly, we find the category of minoritized women more often used in ways that are open to stigmatization.
