The challenges of project complexity require astute RM. However, RM practices in Lesotho appear to lag behind international trends. Within the sub-Sahara African region, RM incompetence affects timely delivery of public projects owing to PM practices that do not address risks. This study, which adopts a case study approach, unravels the "how and why" of contemporary RM practices which are lacking in Lesotho, despite a poor record of project success in the construction industry. Through the reviewed literature and primary data collection, this study investigates three elements in order to determine the level of RM practice within Lesotho public sector construction projects. These elements were the basis of RM, the RM processes, and the peoples" perceptions which were essentially centred on the probability of risk and the impact thereof. The results from the study achieved through cross-case synthesis show that the level of RM practice in the Lesotho public sector construction projects is at variance with international practice. The notable gaps in practice include construction professionals who do not know about or who have not practiced project RM. The study thus propose that the Government of Lesotho (GoL) should invest in educating more people in the areas of construction project management or engage professionals with extensive project RM experience. The recommended initiatives should promote professionalism and accountability that are essential for bracing the RM practice in public sector construction projects.

Time, cost, quality, and competition limitations place constraints on projects. These challenges require incisive risk-management (RM) practices. This article presents the findings of a multiple case study, which determined how and why public sector construction projects are failing in terms of contemporary RM practices that appear to be lacking in Lesotho construction. The article investigates the stakeholders' perceptions regarding risks' likelihoods and impacts (P-Is) on three public sector construction projects. A 5-point Likert measurement scale was used to collect data for the P-I grids. The data are analysed and presented with Scatter plots. The results obtained through cross-case synthesis show that the interviewees perceive the level of risks' P-Is on the examined construction projects to be high. Moreover, the level of RM practice is found to be inconsistent with best practices. To enhance RM practices in Lesotho, the management of public sector construction projects should promote the use of competent project managers.

The study employed the quantitative approach and surveyed 40 respondents which include clients, contractors and consultants so as to identify risks that have a direct effect on construction costs in Lesotho.

The results show that 87.5% of the respondents perceive that similar risks have a direct impact on cost. Such risks pertain to delayed government payments, logistics (given the mountainous terrain of Lesotho), insufficient cost control skills, lack of competitiveness, lack of qualified personnel, and weather conditions, particularly in winter.

In general terms, delayed government payments were identified as a common risk trigger in civil engineering and building projects. To minimise the impact of risks on construction cost performance, it suggested that contractors should endeavour to know how to identify, measure and manage construction risks peculiar to the industry in Lesotho.
