This paper reviews mobile government (m-Government or m-Gov.) adoption and diffusion factors in o... more This paper reviews mobile government (m-Government or m-Gov.) adoption and diffusion factors in one of the developing countries which is Sultanate of Oman. M-Gov. is viewed as a new class of e-Government or e-Gov. applications and it refer to any transaction via mobile technologies, such as laptops, smart phones or personal digital assistants (PDAs) with the most significant features of mobility and portability. The mobile technologies ubiquitous dimension provides means of accessing services anywhere, anytime and on the move. Thus, advanced wireless interface technologies especially in Information and Communication Technologies (ICT). The paper examines previous literatures and illustrate different obstacles faces the adoption and diffusion of m-Gov. Furthermore, drawing the distinction between technical and non-technical barriers. Then ICT sector and the current available m-Gov. initiatives in Oman setting up the mobile different services and aimed to understand the key factors to adoption and diffusion of these services through SWOT analysis and TOWS matrix.

Thus, the study outcomes should be the guidance to conduct e-government projects in Sultanate of Oman to reduce and eliminate as much as possible the failure possibilities. The study should also provide roadmaps and guidelines for future researchers and policy makers on the project in general and focused in citizen’s determinants for e-government services that would enhance the Citizen-government relationship.

This goal could be achieved by improving the service performance of the entire sectors in society. Billions of dollars was invested by governments in order to undertake their first step towards implementing the e-Government project and specially implementing the best methodology of all attached and correlated electronic-based services to it. However, there is a big aspect regarding the variation of the definition of it due to many aspects like: different scholars' background, major and point of view, fast technology innovations, different culture of different regions and countries. Hence, there is a need to further study in order to be able to obtain better understanding of the complete picture and to have a balanced view and concepts all under one e-Government umbrella. This paper will discuss the different definitions illustrated by different scholars and their point of view in their definitions. After discussing these definitions and the nature of them they will be categorized upon to their point of view. Finally the writer will give the suggestion about the definition that should be applied.

With unprecedented breadth in information technology field, the world moved from normal old industrial age into the information age. The manifestations of such transformation and the emergence of this transition terms and concepts have become a significant part of daily lives, in the field of public sector like e-government. This paper presents three e-government main perspectives citizens, businesses and government in order to advance enabling the transformation to e-Government. The required successful e-Government skills are introduced and discussed along with challenges that need to be considered in order to facilitate the complex relationships between government and its constituencies for enabling interaction, transaction and government services delivery. Thus, the study outcomes should be the guidance to conduct e-government projects in Sultanate of Oman to reduce and eliminate as much as possible the failure possibilities. Therefore, this paper aims to conduct SWOT and TOWS matrix in order to analyze and investigate the implementation and adoption of e-Government in Oman using secondary data from statistical reports. The output findings show that the readiness and the ICT infrastructure require more effort and government-citizens relationship to be enhanced. Finally, the paper gives some suggestions and recommendations for better successful e-Government approach in the country.

Having the main objective as of adapting an existing e-government system and methodology in order to obtain new computing requirements based on the concept of citizens' new service. Thus, increase the features of service level, quality and maintaining a high policies and rules consistency. Moreover, mission criticality and time of services, information sharing and interoperability, efficiency and productivity along with the reduction of operation expenses are all considered as priorities in this transformation project (Raymond, 2007). Such a transformation is considered crucial for the service concept as it is changing rapidly; the roadmap coherence in e-government transformation is critical (Raymond, 2007). However, there is a big aspect regarding the e-Government progress by citizens due to many aspects like: Citizens-Centricity, Facilitating Condition, Effort expectancy and Performance Expectancy. Hence, there is a need to further study in order to be able to obtain better understanding of the complete picture and to have a balanced view and concepts all under one e-Government umbrella. This paper will review and analyze through a quantitative approach in Sultanate of Oman case study. This study targeted citizens in the country to check their intention to use e-Government in Oman (e-Oman).
