The aim of the Consulting Assistance on Economic Reform (CAER) project is to help developing nati... more The aim of the Consulting Assistance on Economic Reform (CAER) project is to help developing nations design, implement, monitor, and evaluate economic policy reforms. The contract is with a consortium led by Harvard Institute for International Development (HIID). Funded by the U.S. Agency for International Development (Contract PDC-0095-Z-00-9053-00), it gives A.I.D.'s missions and Washington offices access to economists and other social scientists with extensive practical experience who are highly regarded within their professional disciplines. Some of the CAER work generates results of interest to a broad audience. The CAER Discussion Papers series provides a convenient and consistent form in which to share these results.

Menstruation and menstrual practices still face many social, cultural, and religious restrictions... more Menstruation and menstrual practices still face many social, cultural, and religious restrictions which are a big barrier in the path of menstrual hygiene management. In many parts of the country especially in rural areas girls are not prepared and aware about menstruation so they face many difficulties and challenges at home, schools, and work places. While reviewing literature, we found that little, inaccurate, or incomplete knowledge about menstruation is a great hindrance in the path of personal and menstrual hygiene management. Girls and women have very less or no knowledge about reproductive tract infections caused due to ignorance of personal hygiene during menstruation time. In rural areas, women do not have access to sanitary products or they know very little about the types and method of using them or are unable to afford such products due to high cost. So, they mostly rely on reusable cloth pads which they wash and use again. Needs and requirements of the adolescent girls...
• India ranks low on global scales for innovation and for levels of public and private-sector R&D... more • India ranks low on global scales for innovation and for levels of public and private-sector R&D investment. • The State of Gujarat, like much of India, has a trading and industrial assembly oriented economy and lacks a track record of applied research and innovative product development. This is an image of a stone carving from the Adalaj Step Well in Gandhinagar (Gujarat). Built in 1499, the Adalaj Step Well is significant as an innovation for accessing and housing water in the five-story structure. An ancient innovation for managing water in semi-arid climate, and the stones provided a cooling effect for those that came to collect and use water from the well.

The recent emergence of an apparently new form of chronic kidney disease of unknown aetiology (CK... more The recent emergence of an apparently new form of chronic kidney disease of unknown aetiology (CKDu) has become a serious public health crisis in Sri Lanka. CKDu is slowly progressive, irreversible, and asymptomatic until late stages, and is not attributable to hypertension, diabetes, or other known aetiologies. In response to the scope and severity of the emerging CKDu health crisis, the Sri Lanka Ministry of Health and the World Health Organization initiated a collaborative research project from 2009 through 2012 to investigate CKDu prevalence and aetiology. The objective of this paper is to discuss the recently published findings of this investigation and present additional considerations and recommendations that may enhance subsequent investigations designed to identify and understand CKDu risk factors in Sri Lanka or other countries.

To date there is a lack of global guidance on household energy use and health, and there are few national-scale cookstove programs. Where large-scale programming has existed, national cookstove programs have placed emphasis on energy and environment as the most common rationale for these national initiatives. The health dimension of the cookstoves issue has been underrepresented even though indoor air pollution concentrations in developing countries are known to be far above existing World Health Organization air quality guidelines. New global guidelines linking health risks and household energy use are important to drive national indoor air quality policies and cookstoves interventions to place a higher priority on addressing health dimensions and to deliver broader co-benefits.
This research brief builds upon a literature review and stakeholder interviews in India on urban ... more This research brief builds upon a literature review and stakeholder interviews in India on urban sanitation to examine the public policy landscape for sanitation innovation in the country. India ranks low in terms of sanitation coverage; the country experiences very high rates of open defecation and significant use of unimproved toilets. The majority of fecal sludge goes untreated into waterways in urban areas. India's demographic trends show rapid urban growth, both geographically and in terms of population, which is also expanding the gap in access to improved sanitation in urban areas. Adequate government funding and policy implementation is lacking. The past focus on centralized sewerage systems and simple on-site sanitation is not an acceptable default option, nor is it technically feasible or financially viable given growth patterns.
