Modern global and innovative world, effective use of the workforce is a necessary factor for the ... more Modern global and innovative world, effective use of the workforce is a necessary factor for the development of a competitive economy and high rates of economic growth. This is impossible without the development and improvement of human capital and modern education system. Advancement of science, technology, medicine and other fields requires appropriate development of human capital. We consider particularly important the investments made in human capital according to different (especially tourism and agricultural) sectors and the study of their effectiveness. The purpose of our study is to justify the need to invest in human capital and to investigate its effectiveness, for which we conducted a survey of employers and employees in the field of agriculture and tourism about their attitude towards professional growth measures (training/seminars); the role of the state in this direction is also important. In the research process, we used statistical analysis and qualitative research methods. The conducted research showed us that. Holding of training/seminars for improving the qualifications of employees is without compromise, but it is becoming difficult to find funding. There is a mixed attitude on the part of the state and employees, while 57% of these measures are financed by employers. The investment made in this direction has an economic and social effect. Increases employee motivation and productivity, which has a positive impact on both the company's and employee's income. Effective management of investment in human capital contributes to the development of creative social actions. Based on the actual data of the developed countries, it was found that there is a direct relationship between the expenditure on education and the economic growth in the long term. As a result of acquired knowledge and experience, in the presence of highly developed human capital, productivity and profitability increase. International indices and rankings are one way to measure a country's progress in various directions; however, it should be noted that they do not accurately reflect the current situation in the country. The human capital index (0.57) is considered a good level, however, in reality; the quality of the databases used in their calculation reduces the accuracy of the indices and ratings.

The development and harmonization of Higher Education system in Georgian remains a challenging pr... more The development and harmonization of Higher Education system in Georgian remains a challenging process. Georgia became a part of the Bologna process in May 2005 and this significantly changed the country's higher education system, bringing it closer to European standards. Despite the positive changes, there is a number of reforms that have been under argument among researchers. The research analyses the Bologna process in general and its implication in the Georgian higher education system, rethinking the main goals and approaches of the Bologna process and evaluating its significance. The paper particularly addresses the quality assurance standards in general and its execution in Georgia, the internationalization of higher educational institutions of Georgia, and students' mobilities inside and outside of the country within an Erasmus Mundus and Erasmus+ framework. The results of the study show that the Bologna process has positively impacted higher education system in Georgia, it has become more transparent and closer to international standards; however, there is still room for improvements, especially in the scope of internationalization and process of attracting international students.

The components included in this index mainly consider human knowledge and education. Human capital is one of the most important drivers of economic growth and innovation. The growth of investments in human capital will contribute to the growth of the economic value of education, the correct distribution of resources, and the correct management of state policy. The purpose of our research is to justify the need to invest in human capital and to evaluate its effectiveness, which is the main factor in the development of the innovative economy in the current period. In order to evaluate the effectiveness between the innovative economy and human capital, we conducted a study in companies. The research examines the attitude of employers and employees working in the Adjara region towards professional growth events (training/seminars) that are directly related to innovative technologies. Spending on education today is one of the most important ways to earn a higher income in the future. The amount of human capital in a country depends on education, that's why in developed countries, the effectiveness and strategies of investing in education are measured by the cost-benefit ratio. According to the Global Innovation Index, Georgia is in the category of upper-middle income countries. According to the 2022 report, Georgia showed high results in only 2 out of 7 categories. However, it should also be noted that the components of the index are based more on quantitative indicators than on qualitative indicators, so a single index cannot be a perfect estimator.

Higher education is one of the important settings for accomplishing better education and quality of human life. Region based higher educational institutions (HEIs) have high input in regional economic development through traditional functions of teaching and research. Educational institutions acquiring graduates with relevant knowledge and skills for the labour market. The given paper examines: How Georgian regional universities enhance the graduates' employability and workforce formation? Do the institutions encouraging university-business interactions? What are the main challenges and optimal ways of improvement? The article is using a qualitative research method with a combination of mixed research techniques by collecting and analysing other qualitative and quantitative information from national governmental reports, scientific articles, and annual statistical data. The paper draws the background information, that enhances the bed climate for recent graduates on the labour market, the unemployment and employment rate, proportion of horizontal mismatch, fields or groups of studies that students are most likely to be mismatched, its cause and effects relationship. Results show that institutions have week interaction with regional enterprises and SMEs: HEIs do not have skills anticipation strategy based on the regional business sector to avoid potential misbalance in the labour market. HEIs instead of showing initiative often take a proactive position and are looking at interactions between labour market stakeholders; they have weak interaction with public and private enterprises. Regional SMEs' participation in creating curriculums is uncommon.

In Georgia, in the first years of independence, obtained in 90-ies of the last centuries, labor migration appeared. The main factor of intensive migration is worsening of socio-economic conditions and living standards of Georgian population. As a result of legal and illegal labor migration, healthy workforce – young people are migrating from Georgia. The largest number of emigrants is distributed in the age group between 25 – 35.
