The persistence of violence in Nigeria and the far north regions of Cameroon led to the displacements of thousands of people. The Central African crisis left thousands of Centrafricans helpless thus they sought refuge in the East region of Cameroon.

Education which plays a pivotal role in the development of man was much of a scarce resource with... more Education which plays a pivotal role in the development of man was much of a scarce resource with a very tiny world population having access to this scarce resource. In fact, only the noble and wealthy in society had the opportunity to be educated. Thus, functional illiteracy characterised the world with sub Saharan Africa highly affected. The UN, put at the charge of rebuilding the international scene, created the universal declaration of human rights, a document that was to protect and promote the respect of fundamental human rights and freedoms. Article 26 of the declaration speaks of the right to education. Educating the child is a fundamental human right that is made legally binding on every member state of the UN. It is in this respect that Cameroon in the year 2000 declared primary education free of charge in all public primary schools. Sixteen years into the implementation of this policy, primary education in Cameroon has rather turned out to be much more expensive than it had previously been. Added to this, is the falling standards in the quality of education. I will use documentary analysis to demonstrate how the international community through the UDHR helped promote universal primary education in Cameroon, and demonstrate the positive and negative impact of the government’s policy of free primary education. My work is based primarily on secondary data collected through publications, libraries, journals, articles…and treated using systemic analysis. The passing of free primary education policy in Cameroon has its place in promoting literacy in Cameroon, but the lack of political will and a legislation to support this policy has marred success and Cameroon is yet to achieve a total literacy society which has had an adverse effect on her economy and democracy.
