This paper focuses on Quality service delivery and customers' satisfaction within the framework o... more This paper focuses on Quality service delivery and customers' satisfaction within the framework of the Enugu Electricity Distribution Company (EEDC) in Abakaliki, Ebonyi State, Nigeria. The motivation behind this research is the persistence of power failure despite the privatization and unbundling policy of Federal Government after it failed to induce efficiency and effectiveness in the defunct Power Holding Company of Nigeria (PHCN). It adopts faceto-face interviews and documentary analyses. The study revealed that factors such as fear of contract review/withdrawal and lack of job security after the probation period (2014-2018) due to change of government are also other challenges that affect the performance of electricity supply by EEDC in Abakaliki. Also, monopoly and customers' self-pacifist behaviour were found to account for the persistence of the identified challenges identified. Findings further revealed that beating, harassment of EEDC staff and vandalization of power infrastructures by customers due to service failure or as an expression of frustration results in constant high bill estimation since staff cannot freely move to pick accurate meter readings in some premises where they had been confronted regularly. These result in a constant light interruption, overvoltage, load shedding, bulk billing, disconnections, and delay in the new connection. Paper concludes therefore that for the attainment of the current Sustainable Development Goals (SDGs) goal 7, which aims to ensure access to affordable, reliable, sustainable, and modern energy for all by 2030; Public Enterprises (PEs) should invest more in recruiting more qualified staff and improving their condition of service; while government institutionalize the contract concession to remove it from political influence, at least partially and finally, make clear its policy responsibility to assign clear areas of intervention between it and the company and invest robustly in infrastructure.

This study presents an empirical investigation into the effect of human resources management on e... more This study presents an empirical investigation into the effect of human resources management on employee performance in Anambra State Ministry of Agriculture. The study was guided by two objectives and two research questions. Two hypotheses were formulated and tested by the study. The study used descriptive survey research design. The population of the study consists of 116 employees of the organization. The study used questionnaire as instrument of data collection. The questionnaire was subjected to face and content validity. Cronbach alpha method was used to establish the internal consistency of the questionnaire items which yielded a reliability coefficient of 0.91. Data collected for the study were analyzed using descriptive statistics of mean and standard deviation to answer the research questions while Chi-square was used to test the hypotheses at 0.05 level of significance. The study after data analysis found that, reward system and training affect employee performance to a very high extent, and also reward system and training has a significant effect on employee performance in Anambra State Ministry of Agriculture. The study recommends among others that Anambra State Ministry of Agriculture should have a good reward system that guarantee adequate salary/wages and benefits that will attract and motivate employees to give their best.

he paper examines the role of culture in promoting democracy and good governance in Africa. It al... more he paper examines the role of culture in promoting democracy and good governance in Africa. It also explores the concepts surrounding an optimal governance arrangement for cultural and democratic institutions and the challenges current arrangements have on organizational governance and structures to deliver optimal and effective outcomes. The paper argues that for culture to promote democracy and good governance, actions should be taken towards cultural reorientation with the aim of making it useful to our democracy and governance. The emphasis on humanity and personhood finds expression in several African maxims. Regrettably, the culture of individualism and primitive accumulation of wealth have dislocated humanity and personhood in Africa. We therefore, recommend among others, that communalism, high moral order in governance, community and state relations based on duties and obligations of the people to the state, deep sense of hard work and self-reliant, even as they embrace best practices from outside the continent of Africa. With these and other steps if implemented will launch the continent on the path of democratization and good governance by retrieving and showcasing its uniqueness as a people with deep sense of history and pride.

Hi... more There has been a growing incidence of poverty in sub-Saharan Africa over the last two decades. Historically, it is a fact that women have not been seen as equal partners in growth and development process. Poverty has a gender dimension since women and men experience and react differently to its impact. Within the framework of social exclusion theory, the paper argued that there cannot be genuine sustainable development aimed at poverty alleviation, without mainstreaming women in all development structures and processes. The study established among others, that a lot of efforts have been made in poverty alleviation in Nigeria through poverty alleviation programs. However, the reality on ground indicates that despite these interventions, there is geometrical increase in the number of the poor both in rural and urban Nigeria. Therefore, there is need to intensify efforts in poverty alleviation programs, especially as regards to beneficiaries participation in decision making and implementation, human resource training and development and legal framework. Nigeria can adopt the template of Rapti Women Empowerment Project in Nepal. Sustainable poverty alleviation strategies should engage and empower men and more of women as actors and beneficiaries. It concludes that unless there are genuine, realistic and workable interventions to address the ugly situation, poverty will remain a vicious circle that could be inherited from one generation to the other in communities, families and the nation at large.

The objective of the study was to determine the effect of cooperative type and age profiles on pr... more The objective of the study was to determine the effect of cooperative type and age profiles on profit performance, as measured by the gross margin in Awka North LGA, Anambra State. The main research instrument was the questionnaire, which was used to obtain data from registered 35 farmers' multipurpose cooperative societies (FMCS). Descriptive statistics such as means, tables, frequency count etc., were extensively used while inferential statistics like correlation and regression analyses were used to test formulated hypotheses. After collating and analysing the data, it was seen that FMCS was not only the dominant cooperative type but was also the oldest. It was also found that type and age profiles had significant influence on gross margin. The study therefore recommends a deepening of activities of FMCS in the area, through increase in government assistance and establishment of more FMCS in communities where they do not exist at the present.

The civil society organizations (CSOs) in Nigeria have come to play crucial roles in returning th... more The civil society organizations (CSOs) in Nigeria have come to play crucial roles in returning the country to civil rule. Since then, it ensured that the state is checkmated while at the same time help to realize the dividends of democracy and sustainable development. Substantially, these roles of civil society in democratization and consolidation processes have not been quantitatively and qualitatively realized in dealing with issues of urgent national importance confronting the country. Within the framework of political participation and state-society relation theories, an eclectic approach, the paper examined issues of civil society and the role it can play in democratic consolidation. It argued that the character of civil society engagement with the state has not altered the socio-political and economic condition of Nigerians. The CSOs in the country are more reactive than proactive due to daunting challenges of leadership, internal democracy, autonomy, finance and cohesion which have affected the manner it conflates and or cooperates with the state and society at large. Drawing experience from the globalized era, it is the position of the paper that to make reasonable contributions towards democratic consolidation in Nigeria, CSOs should as key indicators of democratic audit, ensure effective internal democracy, improve its capacity, funding and autonomy, and maintain cohesion necessary for collective actions, among other measures.

Human rights are all rights and privileges inherent on man by virtue of existence. A few inaliena... more Human rights are all rights and privileges inherent on man by virtue of existence. A few inalienable human rights are selected, protected, safeguarded and enshrined in the constitution. The objective of the paper is to explore the human rights of Nigerian migrants and analyze the contributions of migrants' remittances to income-generation in Nigeria. Findings show that Nigerians abroad remit billions of US dollars yearly for consumption, investment and enterprise growth. In 2006, the sum of USD 5.4 billion was remitted from abroad to Nigeria. From 2007 to 2009, the sums of USD 9.2 billion, USD 9.9 billion and USD 9.6 billion respectively were remitted to Nigeria by Nigerian migrants abroad. In 2010, remittancerecipients in Nigeria received an estimated sum of USD 9.975 billion. Migrants' remittal enterprise plays a role in investment and enterprise growth, and has had significant effect on Nigeria's economy. Migrants need adequate information to afford them better opportunities both at home and in their host countries and they need proper orientation on issues relating to migration. Governments support and protection are necessary for Nigerian migrants in order to protect and respect their human rights, and to ensure that they are not exploited; and that their earnings in the host countries are safeguarded. The paper concluded that international migration, therefore, has enormous implications for growth and welfare development in both the origin and destination countries.

The study was carried out in Oyi LGA with data from 195 randomly selected members of credit cooperatives. Analysis of data was with descriptive statistical tools such as mean, tables, and frequency counts. Also a multiple regression model was utilized to assess determinants of savings behaviour. Results from the study show that cooperative membership impacted positively on the savings behavior of members. Findings show that older members had more savings than newer members. Although the Copyright© IAARR 2013: www.afrrevjo.net 210 Indexed African Journals Online: www.ajol.info marginal propensity to save (MPS) was a 9.3%, it was significant since it showed that rural dwellers were capable of saving in cash. Moreover most of these savings were made through the savings mechanism of cooperatives. Length of membership in cooperative was also found to be an important determinant of savings thus confirming that the older one is in the cooperative, the more he is likely to save. In line with the findings of the study, it is recommended among others for membership drive to attract more rural dwellers into the membership of cooperatives; and the need for credit cooperatives to convert to multipurpose cooperatives to enable them to be more involved in the economic activities of the members, like supply of farm inputs and agricultural marketing.

Virtually all modern independent States have, as their fundamental goals, the pursuit of the welf... more Virtually all modern independent States have, as their fundamental goals, the pursuit of the welfare and well-being of their citizens. To achieve these goals, the Nigerian State is required to harness its huge human and material resources for the development of the country. The paper examines the nature and politics of oil subsidy in Nigeria with the aim of identifying the forces behind subsidy removal. To scientifically analyze the issues raised, the study utilized political economy and public choice theories, an eclectic approach. The paper argued that the removal of fuel subsidy by the Federal Government in 2012 violates the fiduciary responsibility of the State as exposed in the preamble to the 1999 constitution. It showcases the insensitivity of the government to the social concerns of the citizenry and attempt by the oil cabal to privatize Nigeria. Given the catalogue of challenges facing fuel subsidy, it recommends among others, that institutions and institutional rules should be strengthened, be accountable and made autonomous of cabals and individuals who might want to manipulate them for group or personal interests. It concludes that unless the government predicates its legitimacy on the peoples' support and obedience derived from better socioeconomic performance, the country might experience another democratic reversal.

The paper argued that SMEs are the key to Nigeria"s prosperity, but that past efforts by the government to promote SMEs has not yielded the desired objectives. Cooperative societies from their antecedents have not only contributed to the development of small scale business but are in themselves small scale businesses. Cooperatives have always promoted small business development through entrepreneurial Copyright © IAARR 2012: www.afrrevjo.net Indexed African Journals Online: www.ajol.info development, funding, provision of entrepreneurship, promotion of establishment of small scale industries, promotion of small holder agriculture, etc. But in spite of these efforts, cooperative sector is still faced with several challenges, including lack of adequate funds, illiteracy among its members, lack of training /educational opportunities which make it difficult for cooperatives to contribute maximally in business promotion activities, etc. The paper is of the opinion that more could be achieved if efforts are intensified to address these challenges. Reform of the cooperative policy framework, including legal and regulatory procedures is desirable. Other areas needing attention are capacity building to address the problems associated with management and leadership skills in the societies and the need to strengthen the cooperative governance system.

The study, specifically, analyzed the relationship between effectively fighting and curbing corruption and the leadership style in Nigeria. The basic finding is that because corruption in Nigeria is very pervasive at the nation's various leadership levels, the effort to curb it has not been significantly successful. This is because the leaders who are at the forefront of the anti-graft war are grossly embedded in corrupt activities themselves. In the face of this, the work recommends that to effectively fight and control corruption in Nigeria, government leadership at all levels must be honest, upright, sincere and accountable in their management of state affairs. Very importantly, the leaders need to exhibit exemplary attitudes and serve as models for upright and honest public and even private lives. .

Since then, it ensured that the state is checkmated while at the same time help to realize the dividends of democracy and sustainable development. Substantially, these roles of civil society in democratization and consolidation processes have not been quantitatively and qualitatively realized in dealing with issues of urgent national importance confronting the country. Within the framework of political participation and state-society relation theories, an eclectic approach, the paper examined issues of civil society and the role it can play in democratic consolidation. It argued that the character of civil society engagement with the state has not altered the socio-political and economic condition of Nigerians. The CSOs in the country are more reactive than proactive due to daunting challenges of leadership, internal democracy, autonomy, finance and cohesion which have affected the manner it conflates and or cooperates with the state and society at large. Drawing experience from the globalized era, it is the position of the paper that to make reasonable contributions towards democratic consolidation in Nigeria, CSOs should as key indicators of democratic audit, ensure effective internal democracy, improve its capacity, funding and autonomy, and maintain cohesion necessary for collective actions, among other measures.

A few inalienable human rights are selected, protected, safeguarded and enshrined in the constitution. The objective of the paper is to explore the human rights of Nigerian migrants and analyze the contributions of migrants' remittances to income-generation in Nigeria. Findings show that Nigerians abroad remit billions of US dollars yearly for consumption, investment and enterprise growth. In 2006, the sum of USD 5.4 billion was remitted from abroad to Nigeria. From 2007 to 2009, the sums of USD 9.2 billion, USD 9.9 billion and USD 9.6 billion respectively were remitted to Nigeria by Nigerian migrants abroad. In 2010, remittancerecipients in Nigeria received an estimated sum of USD 9.975 billion. Migrants' remittal enterprise plays a role in investment and enterprise growth, and has had significant effect on Nigeria's economy. Migrants need adequate information to afford them better opportunities both at home and in their host countries and they need proper orientation on issues relating to migration. Governments support and protection are necessary for Nigerian migrants in order to protect and respect their human rights, and to ensure that they are not exploited; and that their earnings in the host countries are safeguarded. The paper concluded that international migration, therefore, has enormous implications for growth and welfare development in both the origin and destination countries.

The study was carried out in Oyi LGA with data from 195 randomly selected members of credit cooperatives. Analysis of data was with descriptive statistical tools such as mean, tables, and frequency counts. Also a multiple regression model was utilized to assess determinants of savings behaviour. Results from the study show that cooperative membership impacted positively on the savings behavior of members. Findings show that older members had more savings than newer members. Although the Copyright© IAARR 2013: www.afrrevjo.net 210 Indexed African Journals Online: www.ajol.info marginal propensity to save (MPS) was a 9.3%, it was significant since it showed that rural dwellers were capable of saving in cash. Moreover most of these savings were made through the savings mechanism of cooperatives. Length of membership in cooperative was also found to be an important determinant of savings thus confirming that the older one is in the cooperative, the more he is likely to save. In line with the findings of the study, it is recommended among others for membership drive to attract more rural dwellers into the membership of cooperatives; and the need for credit cooperatives to convert to multipurpose cooperatives to enable them to be more involved in the economic activities of the members, like supply of farm inputs and agricultural marketing.

Virtually all modern independent States have, as their fundamental goals, the pursuit of the welf... more Virtually all modern independent States have, as their fundamental goals, the pursuit of the welfare and well-being of their citizens. To achieve these goals, the Nigerian State is required to harness its huge human and material resources for the development of the country. The paper examines the nature and politics of oil subsidy in Nigeria with the aim of identifying the forces behind subsidy removal. To scientifically analyze the issues raised, the study utilized political economy and public choice theories, an eclectic approach. The paper argued that the removal of fuel subsidy by the Federal Government in 2012 violates the fiduciary responsibility of the State as exposed in the preamble to the 1999 constitution. It showcases the insensitivity of the government to the social concerns of the citizenry and attempt by the oil cabal to privatize Nigeria. Given the catalogue of challenges facing fuel subsidy, it recommends among others, that institutions and institutional rules should be strengthened, be accountable and made autonomous of cabals and individuals who might want to manipulate them for group or personal interests. It concludes that unless the government predicates its legitimacy on the peoples' support and obedience derived from better socioeconomic performance, the country might experience another democratic reversal.

The paper argued that SMEs are the key to Nigeria"s prosperity, but that past efforts by the government to promote SMEs has not yielded the desired objectives. Cooperative societies from their antecedents have not only contributed to the development of small scale business but are in themselves small scale businesses. Reform of the cooperative policy framework, including legal and regulatory procedures is desirable. Other areas needing attention are capacity building to address the problems associated with management and leadership skills in the societies and the need to strengthen the cooperative governance system.

The objective of the study was to determine the effect of cooperative type and age profiles on pr... more The objective of the study was to determine the effect of cooperative type and age profiles on profit performance, as measured by the gross margin in Awka North LGA, Anambra State. The main research instrument was the questionnaire, which was used to obtain data from registered 35 farmers' multipurpose cooperative societies (FMCS). Descriptive statistics such as means, tables, frequency count etc., were extensively used while inferential statistics like correlation and regression analyses were used to test formulated hypotheses. After collating and analysing the data, it was seen that FMCS was not only the dominant cooperative type but was also the oldest. It was also found that type and age profiles had significant influence on gross margin. The study therefore recommends a deepening of activities of FMCS in the area, through increase in government assistance and establishment of more FMCS in communities where they do not exist at the present.

The study, specifically, analyzed the relationship between effectively fighting and curbing corruption and the leadership style in Nigeria. The basic finding is that because corruption in Nigeria is very pervasive at the nation's various leadership levels, the effort to curb it has not been significantly successful. This is because the leaders who are at the forefront of the anti-graft war are grossly embedded in corrupt activities themselves. In the face of this, the work recommends that to effectively fight and control corruption in Nigeria, government leadership at all levels must be honest, upright, sincere and accountable in their management of state affairs. Very importantly, the leaders need to exhibit exemplary attitudes and serve as models for upright and honest public and even private lives. .
