Offers further amplification to his comments on the role of government, and reviews modern critics of Porter. Finally, summarizes succinctly the advice he would give to modern governments.

It is claimed that ignoring this guideline leads to invalid findings, inadequate explanations or suboptimal results. The claim is illustrated by a number of current but unsound approaches to marketing problems.

Clearly his rhetoric is not conventional political persuasion, and the distinction between the approach it embodies and those of political/social marketing will be intuitively understood. Perhaps, therefore, a new term should be invented to describe the kind of histrionic persuasion he represents. Then we recall that once there was the word "propaganda" (even the phenomenon of rightist talk radio itself is a resurrection rather than an invention: the politicized diatribes of Fr Charles Coughlin were perceived as a serious threat by Roosevelt (Jowett and O'Donnell, 1992)). Is conventional social marketing, long seen as the modern way of communicating social agendas, now facing a rival in the rise/rebirth of a more polemical approach to social persuasion-one which can in truth be called "social propaganda"? This article does not seek to prove that it actually does but, more modestly, attempts to sort out a real conceptual confusion between social marketing and social propaganda. Even in sophisticated discourse, the words "propaganda" and "marketing" are used almost interchangeably, for here are related but distinct areas. In establishing their boundaries we nuance the subtleties of each by comparing it to a conceptually distinct other.

This book explores the concept of propaganda in a genuinely multi-disciplinary way. It begins by defining what propaganda is and how it came into existence, before analysing the three concepts that underpin all propaganda - symbolism, rhetoric and myth. The book then looks at the key elements of propaganda, namely emotion, hyperbole, manipulation and utopla, before presenting a unique theory that the core of propoganda lies in a basic social construction of enmity. Points made in the book are backed up by illuminating case studies from recent history that focus on spin, the war in Afghanistan, single-issue groups, negative advertising, and a powerful final chapter analysing the war in Iraq in 2003.

In this paper we examine his diaries at the time of the plague, as well as in the proceeding years and consider how the experiences of Pepys are similar to our own experiences of the 2020 Coronavirus Epidemic. Method: We examined the entire diaries of Samuel Pepys from 1664 to 1670, as well as supplementary source material, looking for all references to The Great Plague. Results and Conclusion: Though written over 350 years ago the diaries paint a very co-orientated response of society to The Plague. Accurate official statistics were available weekly, isolation was imposed and the government made provision for 'pest houses' to be set up. Pepys is grateful to the doctors who remain in London but critical of the majority who flee the city. Pepys's own reactions, which progress from fear of contracting the disease to fear for his business interests, mirror today's reaction to The 2020 Coronavirus Epidemic.

Political marketing and its antecedent, propaganda, are really technology-led, and such technology demands the leasing of a specialised expertise which has to be paid for. The progress is towards the elusive ideal of ever-refined segmentation. For segmentation is a key element in marketing since we derive our political identity from major social groupings we belong to.
