Use of efficient link switching scheme among VLC access points is critical in indoor environment to provide seamless connectivity to mobile users. This paper presents a novel position prediction link switching scheme for indoor visible light communication systems. The method exploits the fact that indoor scenario (light fixtures/furniture) mostly remains unchanged; therefore, this information can be stored at the coordinator end. Thus, the user is not required to search for the best transmitter when RSS is reduced to a threshold value as in conventional methods which cause substantial delay in switching process. Simulation results show that the proposed scheme for indoor VLC System achieves the dual purpose of adequate illumination and mobility to user in considered indoor scenario.

The recent introduction of high-end mobile devices has further increased subscribers' demand for high bandwidth and quality of service. The number of nodes in future cellular systems will be too large to be configured and maintained manually. Further the mobility of users, the varying nature of the wireless channel and variation in user demand systems requires optimization of network parameters and delay in configuration may cause congestion and poor Quality of Service. Due to this increased complexity and the huge scale of wireless systems the network configuration, optimization and maintenance process performed by radio engineers has become inefficient and therefore, lot of research is being done to introduce self-optimizing capabilities within the network, which is expected to permit higher end user Quality of Service (QoS) and less operation cost and maintenance cost for telecom service providers. ...

The recent introduction of high-end mobile devices has further increased subscribers' demand for high bandwidth. Current cellular systems require manual configuration and management of networks, which is now costly, time consuming and error prone due to exponentially increasing rate of mobile users and nodes. This leads to introduction of self organizing capabilities for network management with minimum human involvement. It is expected to permit higher end user Quality of Service (QoS) along with less operational and maintenance cost for telecom service providers. Self organized cellular networks incorporate a collection of functions for automatic configuration, optimization and maintenance of cellular networks. As mobile end users continue to use network resources while moving from a cell boundary to other, traffic load within a cell does not remain constant. Thus Load balancing as a part of self organized network solution, has become one of the most active and emerging fields of research in Cellular Network. It involves transfer of load from overloaded cells to the neighbouring cells with free resources for more balanced load distribution in order to maintain appropriate end-user experience and network performance. In this paper, review of various load balancing techniques currently used in mobile networks is presented, with special emphasis on techniques that are suitable for self optimization feature in future cellular networks.
