Major disturbances of large ports will most probably lead to tremendous negative effects to marit... more Major disturbances of large ports will most probably lead to tremendous negative effects to maritime supply chains and the whole economy. Beside physical threats, ports are also vulnerable to cyber attacks due to their dependency on information and communications technology. Port Community Systems (PCSs) are information hubs for ports integrating information from various sources for global supply chains, connecting systems of terminal operators, carriers, freight forwarders and authorities. In that way, Port Community Systems must be regarded as critical infrastructures – successful cyber attacks can lead to massive problems in port operation, in extreme cases even to a standstill, and thus – depending on the duration – to bottlenecks in the supply of industries and population and to severe consequences for the whole economy. The recent case of the NotPetya attack on Maersk, causing some central systems to be down for several days worldwide, is estimated to have caused a loss of about US$ 200–300 Mio. This paper presents ongoing work within the research project PortSec, aiming at improved resilience of PCSs with respect to cyber attacks.

Um ein System wie die maritime Logistik zu erhalten, muss es widerstandsfahig gegenuber Storungen sein. Die Bandbreite dieser moglichen Storungen reicht von Verzogerungen im Transportablauf uber Ladungsdiebstahl bis hin zu terroristischen Angriffen. Der vorliegende Beitrag stellt Ergebnisse verschiedener Forschungsprojekte vor und behandelt das Thema Resilienz und Risikomanagement im Bereich der maritimen Logistik. Dabei wird die Verbindung zwischen der menschlichen Gesundheit und der Widerstandsfahigkeit eines Transportes, z.B. von pharmazeutischen Produkten, aufgezeigt. Neben der Beschreibung verschiedener Risiken werden Masnahmen beschrieben, die eingesetzt werden konnen, um die Eintrittswahrscheinlichkeit oder die Konsequenzen von Risiken zu minimieren. Es wird dargestellt, wie die Erhohung der Transparenz der Lieferkette das Risikomanagement von Transporten vereinfachen kann.

Nowadays, main participants in international container supply chains require better transparency ... more Nowadays, main participants in international container supply chains require better transparency for their shipments across their extended supply chains. Since the tragedy 9/11 another challenging issue ‘assuring of container chains’ has a powerful impact on the management of international supply chains. Concurrently, the facilitation of global trade is a crucial element of customs agencies’ mission. This objective can be achieved by eliminating duplication and delays in international supply. However, the process of simplification should also adequately reflect the requirements of increased security. This paper demonstrates practical approach based on the experience obtained from two EU-funded research projects: INTEGRITY and CHINOS. The project CHINOS is dealing with optimisation of visibility and security, and uses innovative IT technology like RFID and automatic damage documentation in order to support transport and terminal operators. Based on the existing tendency to secure global trade from industry and customs authorities’ sides, the project INTEGRITY developed and implemented an IT system serving both issues at the same time by creating supply chain visibility. The main goal and the main benefits of both projects CHINOS and INTEGRITY are to make door-to-door transport chains more secure and visible.

Out of more than 5600 projects from the research programmes ultimately considered by the Transport Research Knowledge Centre (TRKC), a total of 61 projects deal partly or fully with the issues of Intermodal Transport. The paper looks at the scope of theme, including definition, topics and significance; the policy context; synthesis of findings from completed projects including intermodal modelling and planning, communication technologies and electronic data exchange, handling and intermodal transport equipment, quality of transport networks, terminal and transfer point efficiency, market-oriented strategies and socio-economic scenarios.

Downtimes give rise to substantial financial losses and supply bottlenecks, due to the interconnections in a complex alliance of port stakeholders' systems. Hence, Cyber security in an important aspect in Port Communication Systems. Methodology: The project SecProPort will develop a holistic IT security architecture for port communication networks, which will support the security requirements of the stakeholders' operating procedures, protect them against sabotage, and prevent third parties from illicitly gathering sensitive data or getting unauthorized access to the communications network. The tool is based on a framework which can be seen as an adaption of the existing Innovation Scoreboard, an instrument used by the European commission in order to measure the innovation among its member states. This framework has been adapted to better fit the needs of the SMEs in logistics and transport. It is a part of a set of actions and tools developed within an European project.

The implementation of security measures at first sight increases the transport costs. But the imp... more The implementation of security measures at first sight increases the transport costs. But the implementation of some measures like improving the supply chain visibility could lead to a win-win situation and produce tangible benefits for businesses. An improved supply chain visibility will one the one hand enhance the security of the chain but on the other hand could also lead to a better assessment of business risks and improve the supply chain performance. This paper describes the research on this win-win situation – improving security through visibility in the field of global containerized supply chains. The paper presents results of a literature review on security regulations and measures. Different types of risks are described and the possibility to mitigate these risks by better data quality is assessed. It is concluded that different types of risks can be reduced by improved supply chain visibility which is achieved by usage of better quality data.

Risk management, which is the identification and analysis of risks and their mitigation, is incre... more Risk management, which is the identification and analysis of risks and their mitigation, is increasingly becoming a crucial factor in the management of international intermodal supply chains. On the one hand, security risks are addressed, especially since the terrorist attacks of 11 September 2001. Several laws, regulations, security procedures and technical measures to improve security were developed by the US, by international organisations and also by the industry. On the other hand, enhanced risk management also addresses operational risks which affect the logistics processes. An important pre-requisite for risk management is the improvement of supply chain visibility, i.e. provision of the partners in the supply chain with high-quality data by accessing relevant data sources throughout the supply chain and integrating the different software systems. The latter of course is a challenge in a global scale and heterogeneous setting. Based on the availability of reliable data, both security and operational risks can be better identified and analysed. The next step is to develop mitigation strategies against the identified risks in order to make supply chains more robust. This paper presents the research in this area. It describes different types of risks and assesses the possibility to mitigate these risks by improved supply chain visibility in order to improve the management of supply chains. Furthermore, methods to limit the impact of disruptions are discussed, which occur in case risks that affect vulnerable parts or aspects of the supply chain are not successfully mitigated.

Digital information services that foster efficiency and sustainability of IWT are considered important elements for improving its attractiveness and thereby reducing greenhouse gas emissions of the transportation sector as a whole.
