In the age of Information Technology (IT) Revolution, information centres could prove to be the propellers of development in IT powered which fruits of development may take shape. Thus they may function as womb of developmental activities. Trickledown effect may certainly start from these information centres. It is thus quite obvious that rural libraries may play vital role to boost development by disseminating information related to agriculture, marketing, and health and hygiene etc. The rural libraries in West Bengal that are lying almost defunct in many cases may be reshaped as village information centre to meet the need of country men in west Bengal and other parts of India too.

There are a number of factors responsible for differentials in the access to information related social assistance schemes. The present study deals with one of such governments schemes i.e. NSAP. The paper aims to evaluate the availability of information related to the National Social Assistance Programme (NSAP) to the rural people as well as to identify the factors responsible for the unequal availability of the scheme. The study is based on data collected from the field survey during the year 2020. The data is analyzed with the help of Binary Logistic Regression Model (BLRM). The result shows that there is a significant effect of a number of factors to the degree of availability of NSAP. The age, social category (group), marital status of respondents and blood relation with implementing agency-officials have positive effects and thus high odds ratio too are found. On the other hand educational background and gender identity of aspirants and distance of residence of potential beneficiaries from implementing agency-offices have negative effects on getting a chance of the schemes sanctioned.Present study, thus, makes all-out efforts to understand how the accessibility to information related to the NSAP helps an aspirant-potential beneficiary to get the benefit of the scheme.

So far during the long period of over 150 years, libraries have witnessed ups and downs in terms of available finance leading to shortage of manpower and also infrastructure etc.Often libraries are found not equipped with modern gadgets and trained manpower.Even paucity of physical infrastructure such room space, etc. is evident from the study.Number of books available per student, annual expenditure incurred on running the library is found to be pathetically low. Sometimes libraries are not equipped with basicand 'must have' facilities in the age of IT revolution such as internet links and thus facility of access to online publications and resource sharing etc. is a distant dream. Lack of books, journals and periodicals, lack of reprographic facility as well as internet etc. are the major cause of concerns expressed by the user."

The temporal pattern with decadal productivity, subject area classification as per Library of Congress Subject Headings (LCSH) and sub-classification (second level) and further subdivision (third level) based on narrow terms, supervisor-wise production of thesis, gender distribution of thesis guided and the productivity of supervisors, gender distribution of researchers, etc. are the dimensions analysed. The study shows that temporal distribution is widely asymmetric with a very few theses in the initial decades and many theses produced in the recent years. Similarly, though there is greater gender parity in recent years among the research scholars, there is gender bias towards male faculty members as for guidance of Ph. D. theses are concerned.

Geographically distribution of LIS education centres in India presents an interesting feature. Calcutta, Baroda and Lahore (in undivided India) set the motion and then Andhra and others followed. 1940s and 1950s have been the turning point so far the progress of LIS education is concerned. Spread of LIS education has been so that during last one century more than 100 universities have been imparting LIS education with quite a few colleges offering LIS education too. The preset study makes an Endeavour to trace the chronology of development of and chorology of distribution of LIS education in India.
