If we can measure these variables and represent them as a digital quantity, then we can equally record, restore, retrieve, reorganize , manipulate and use them in some other ways in quantities imaginably through information dissemination and services. To tackle the battle imposed upon by the " Omnipotent " National Union Catalogue in Nigeria, the professional librarians have to equip themselves with the mentality of keeping abreast of current developments in the library networking technologies with determination and develop their own " Home-made Schemes " that would form a framework for a National Union Catalogue if not for Africa as a whole but for Nigeria as a Nation. This paper illustrates the importance of cataloguing and classification in organizing our libraries and attempts how the professional librarians can brainstorm together to develop a framework of a comprehensive list of a National Union Catalogue in Nigeria for our future generations as a boon.

Frequency count and simple percentage was used to analyse the data collected. The study showed that the library at FULafia has successfully provided relevant, adequate and current data and information for research. Majority of the staff make use of the library resources occasionally because of the challenges they faced. Inadequate reading space, low Internet bandwidth, inability to borrow books, high work-load, inadequate computers in the electronic library, noise were reported to be the major challenges hampering the effective use of the library resources by the staff of FULafia. Recommendations were proffered on the impediments hindering the staff from effective use of the library resources. INTRODUCTION Globally academic institutions are considered to be fully functional so long as they possess well equipped libraries with all the necessary academic and research materials, and services available for their communities.

Three hundred and eighty two dully filled questionnaires were received, giving an overall response rate of 95.5 per cent. The result of the analysis revealed that electronic resources were available in Unical Library and P.G. students utilized them. However, online databases were underutilized. The University Library had e-journals, e-books and access to databases and Internet resources. E-journals were the most often used electronic resources. Lack of computer skills, slow network, inconsistent internet connectivity, power outage and irrelevant electronic information resources were the problems postgraduate students encountered while accessing and using electronic resources in Unical Library. Based on the findings, the following recommendations were made: adequate budgetary allocation should be given to the University Library for subscription to online databases and acquisition of electronic books, more relevant open access databases should be made accessible to users, creation of awareness on the available electronic resources in Unical Library, installation of inverter and battery system in the Electronic Library, and organising users education for better use of electronic resources in Unical Library.

The security risk associated with the Library and the level of man-power training with
regards to security issues was also investigated. Data and comments of the library staff were collected using a structured questionnaire. The Chief Security Officer and the Circulation Unit staff were interviewed to elicit information on the security issues associated with the Library. The study revealed the various security measures adopted by the Library and concluded that the security measures were inadequate. The Library had no security policy and therefore the level of implementation could not be established. Mutilation, defacing, disfiguring, theft, staff abuse and absence of emergency route and book redemption measures were the risk facing the Library. It was discovered that there had never been library staff training on library security in the College . Lapses in the security measures adopted by the Library were revealed and recommendations were proffered for improvement of the Library security measures.
