With the increasing importance, higher education is considered as a major asset for any nation's ... more With the increasing importance, higher education is considered as a major asset for any nation's socioeconomic and technological development. The quality of education offered by the higher education institutions directly impacts country's performance. That is why, number of scientific researches and public reports and debates agrees on the importance of the quality management in higher education. There is also an important debate on a link between the service quality and students' satisfaction. On the one hand, there is a logical dependence of the degree of satisfaction to the perceived quality. On the other hand, number of studies have also identified a link between students' satisfaction and their loyalty. This study looks at the determinants of student satisfaction in Georgian Higher Education Institutions. With the objective to detect the main components of service quality influencing students' satisfaction, the article uses HEdPERF as a measuring instrument of higher education service quality. Data is collected from 793 students of one of the largest universities of the country. An exploratory factor analysis six factors for the further examination. After scale development, a multiple regression analysis is used to test the research hypothesis. The results of the study show that the administrative factors are the most sensitive and have a positive influence on the students' satisfaction. Also, there is a positive relation between academic programs and student's satisfaction. The disproportionate attitude is observed between the importance of academic factors and satisfaction.

Cet article explore les caractéristiques des rapports d’audit produits par des institutions supér... more Cet article explore les caractéristiques des rapports d’audit produits par des institutions supérieures de contrôle qui sont susceptibles d’accroître leur utilisation par les parlementaires. Contrairement aux études précédentes, celle-ci se focalise sur l’utilisation des rapports explicitement commandés par leurs utilisateurs au travers du cas des rapports d’audit commandités par le Parlement à la Cour des comptes (« rapports 58 2° »). Les résultats montrent un niveau d’utilisation relativement faible, avec un taux d’utilisation très varié. Le style argumentatif du texte du rapport, l’engagement de la Cour et le caractère des recommandations émises semblent augmenter l’utilisation par les parlementaires.

Managerialism has been a central concept in public management debates since the 1990s. It permeat... more Managerialism has been a central concept in public management debates since the 1990s. It permeates both some of the global reforms carried out in the public sector, which aim to improve the performance of public organisations and services, and also a stream of scientific literature, which criticises the increasing importance of management in the functioning of public organisations.
In the scientific literature, managerialism remains a controversial concept. In contrast to other discussed concepts in public management, such as neoliberalism or New Public Management, managerialism has never been formally described. The discrepancy in the literature is based on the fact that managerialism has a multitude of manifestations in several disciplines and induces various perceptions.
The literature review identifies six different approaches to the concept of managerialism: 1) equating managerialism with the use of private service management tools and methods in the public service; 2) perceiving managerialism as a class rise of managers; 3) conceptualising managerialism as a new organisational archetype suitable for any type of target organisation; 4) conceptualising managerialism as a process of commodification; 5) associating managerialism with the New Public Management; and 6) differentiating between managerialism and new managerialism.

Over the last twenty years, the state administration has undergone tremendous changes in terms of... more Over the last twenty years, the state administration has undergone tremendous changes in terms of management control and performance management. The ambition was great! From a technical point of view, the vocabulary of management control is no longer taboo, and its tools have been widely disseminated within the central administration. Dashboards, indicators, management dialogue, cost control… are now part of the administrative jargon, right up to the highest level of the State, demonstrated with the Barometer of Public Action Results. But does this mean that management control is being truly used? Have the tools put in place allowed structural and cultural changes, expected for a better clarification of priorities?
This research shows a partial use of CDG in French central administrations. Despite the routinization of the system, its appropriation seems to be rather symbolic. It has not challenged the traditional mode of reasoning and decision-making in the state administration, a necessary element for successful appropriation of the CDG. Success stories remain fragile and ephemeral, as they often rely on goodwill and require considerable human and financial investment. Under these conditions, the choices made while introducing CDG in state administration lead to perverse effects, such as centralisation of decision-making, reduction of room for manoeuvre at the deconcentrated level, or increased bureaucratisation, discussed in this work.

Ces changements, engendrés par de nombreux facteurs sociaux économiques et technologiques, ont amené des gouvernements successifs à entreprendre des réformes importantes pour faire face à ces évolutions. De nombreuses publications scientifiques anglo-saxonnes et françaises soutiennent que le prix à payer pour les améliorations apportées par ces réformes est très élevé, dénaturant parfois l’idée de base de l’institution universitaire. The authors explain the four missions of the French SAI (the Cour des comptes) and identify the major national and international events which contributed to the expansion of its role and responsibilities, as well as its new relationship with the parliament and the changes it needs to make to cope with its new responsibilities.
