This study aims to assess the degree of financial autonomy of Greek universities, from a qualitat... more This study aims to assess the degree of financial autonomy of Greek universities, from a qualitative and quantitative perspective. The recent European University Association (EUA) research relating to University Autonomy did not include Greece since no input was provided for a series of years. Therefore, a thorough attempt to produce the necessary data, with special reference to the implementation period of Law 4009/11, will contribute to filling in the gap and provide useful country-specific outcomes. The methodology to be employed in our study complies with the one used by the EUA complemented with our own produced outcomes by studying the relevant literature together with the applicable legislation for the period in question. Thereby, the relevant outcomes produced (as numerical scores) allow for the ranking of Greek Universities as compared with their European counterparts. In specific, they level at a medium position in terms of financial autonomy. Having achieved that, proposals are offered for both the improvement of the EUA methodology for measuring financial autonomy as well as for changes in the Greek legislation and Greek University practices in order to increase their performance and competitiveness in a continually changing and dynamic environment.

Both qualitative and quantitative evaluation of the degree of organizational autonomy of Greek un... more Both qualitative and quantitative evaluation of the degree of organizational autonomy of Greek universities, during the period of the implementation of Law 4009/11, is attempted in the present study. The necessity of such a study is very important and fruitful for the Greek Universities, since in the period of the last research of European Union Association concerning the University Autonomy (EUA, 2017), Greece did not provide the required data to EUA and was not included in the countries studied.
Sources regarding the measuring of the degree of university autonomy in Greece were based on both the methodology and results that emerged from the EUA research (EUA, 2007, 2017) as well as on the review of the literature and analysis of the data that emerged from the legislation applied by the universities in Greece, during the corresponding period.
The quantification of organizational autonomy provided the score and the rank of Greek Universities relative to the other European Universities, which is found quite low. Therefore, we make proposals for a realistic, for Greek data, increase in organizational autonomy. The aim is to upgrade the services provided by institutions and to respond to the modern requirements of a globalized society and market.

In recent years, governments have set the strategic goal of harmonizing Greek universities with the principles of the European Higher Education Area, as well as promoting new methods to enhance teaching and research. modern management systems, seeking the maximum utilization of human resources and
a high degree of effectiveness and efficiency in Greece and Europe. The present study
attempts to investigate the training needs, attitudes, and views of the staff of the SPA in
the context of reform actions and modernization of the Public Administration. The
necessity of the study is considered important so that the personnel managed by SPA are
able to face the challenges and respond to crisis conditions. The aim of the study is to
highlight the benefits civil servants gain by attending training programs, identify the
barriers hindering their participation in the training programs offered and define new
subjects for training programs that will cover the modern needs of SPA employees. The
sources of investigation for the systematic collection of information and data analysis
were based on the method of triangulation with literature review, interviews and
questionnaires ensuring validity and activating the meritocratic judgment. From the
research results, it becomes clear that the training in the public sector needs to improve
in terms of subject areas, methodology, as well as adult educational methods and
techniques in order to satisfy the constantly changing needs of the services. Needs
analysis must be included as a vital step of any educational program design in order to
meet the needs of SPA employees today, thus upgrading the services and facilitating its
development

This study aims to assess the degree of staffing autonomy of Greek Universities, from a qualitati... more This study aims to assess the degree of staffing autonomy of Greek Universities, from a qualitative and quantitative perspective. The recent European University Association (EUA) research relating to University Autonomy did not include Greece since no input was provided for a series of years. Therefore, a thorough attempt to produce the necessary data (with special reference to the implementation period of Law 4009/11) will contribute to filling in the gap and providing useful country-specific outcomes. The methodology to be employed in this study complies with the one used by the EUA complemented with its own produced outcomes by studying the relevant literature together with the applicable legislation for the period in question. Thereby, the relevant outcomes produced (as numerical scores) allow for the ranking of Greek Universities as compared with their European counterparts. In specific, they level at a quite low position in terms of staffing autonomy. Having achieved that, proposals are offered for both the improvement of the EUA methodology for measuring staffing autonomy as well as for changes in the Greek legislation and Greek University practices to increase their performance and competitiveness in a continually changing and dynamic environment.

Both qualitative and quantitative evaluation of the degree of organizational autonomy of Greek un... more Both qualitative and quantitative evaluation of the degree of organizational autonomy of Greek universities, during the period of the implementation of Law 4009/11, is attempted in the present study. The necessity of such a study is very important and fruitful for the Greek Universities, since in the period of the last research of European Union Association concerning the University Autonomy (EUA, 2017), Greece did not provide the required data to EUA and was not included in the countries studied. Sources regarding the measuring of the degree of university autonomy in Greece were based on both the methodology and results that emerged from the EUA research (EUA, 2007, 2017) as well as on the review of the literature and analysis of the data that emerged from the legislation applied by the universities in Greece, during the corresponding period. The quantification of organizational autonomy provided the score and the rank of Greek Universities relative to the other European Universities, which is found quite low. Therefore, we make proposals for a realistic, for Greek data, increase in organizational autonomy. The aim is to upgrade the services provided by institutions and to respond to the modern requirements of a globalized society and market.
