At the click of a button on a desktop, Internet users can have access to vast information that covers almost all areas of human endeavors. This has made Internet the greatest achievement of the century. Research in the past for all levels of Nigerian researchers used to be tedious and done under stress. Most times, there used to be inadequate information that is required to produce qualitative and timely output. This could result in substandard research output. Additionally, oftentimes research persons failed to meet up with set deadlines. These days, researchers have experienced tremendous improvement in access to vast amount of data and information required to produce competitive research result. There is the need to evaluate the depth of the impact of Internet on research, hence a kind of research like this. The research was carried out with the use of questionnaires...

Nigeria is not an exception. This may not be unconnected with hu man factors, infrastructural decay and government lackadaisical attitude in tackling the problems in the education sector. Many universities especially the recently established ones can boast of very view experienced lecturers. The economic crisis in the country coupled with poor remuneration for teachers has contributed in no small measure to brain drain in the system. The challenge therefore is to optimize the little 'brain' that is left fo r the benefit of all students across the whole countries as opposed to the current trend of localizing the lecturers. This paper discusses e-learning, it examine the challenges and prospect of e-learning paradigm and propose integrated e-learning system architecture for the purpose of sharing the knowledge of few experts and professional still remain ing in the universities system.

Due to this fact, minimizing the environmental impact of this sector is important. The characteristics of the waste waters generated from various processes of the recycled pulp and paper industry depend upon the types of processes and raw materials, process technology applied, management practices, internal recirculation of the effluent for recovery and the amount of water being used in a particular process. One of the main causes of surface water and ground water contamination is industrial discharge from various industries viz. pulp and paper, textile, pharmaceutical and other chemical industries. These compounds are quite toxic and degrade slowly in the environment. Therefore it becomes imperative to completely degrade these organic compounds. The incapability of conventional waste water treatment methods to effectively remove many bio-recalcitrant poll...

Questionnaires were administered to women (i.e., students, lecturers and other staff) studying or working in selected higher institutions. The results show that 90% of the women studied are self-motivated in their choice of the ICT career with very little external incentivizing or encouragement supporting their choice, besides the lure of high compensation and prestige associated with skilled ICT work. The slight influence on the career choice of women to pursue ICT derives from everyday use of computers and career information provided by role models and mentors, which are atypical, while, those women who did not choose a career in ICT did so because of their perception of the overabundance of required programming skills. Other barriers include environmental working conditions, infrastructure and electricity in the work area needed to support ICT related work. Although, many of the career women believe that they are competitive with their male counterparts in ICT; the fact remains in South Western Nigeria that only a few women are senior associates at organizations in the ICT field. Recommendations are offered to decrease this disparity and address enabling conditions for change.

In recent times, data mining and machine learning have been subjected to extensive research in intrusion detection with emphasis on improving the accuracy of detection classifier. But selecting important features from input data lead to a simplification of the problem, faster and more accurate detection rates. In this paper, we presented the relevance of each feature in KDD '99 intrusion detection dataset to the detection of each class. Rough set degree of dependency and dependency ratio of each class were employed to determine the most discriminating features for each class. Empirical results show that seven features were not relevant in the detection of any class.

This has brought a lot of efficiency, availability and a high degree of leverage to the systems. But implementing such a system in third world countries especially a state such as Nigeria is still a challenge. The prospect of implementation, however, is enormous. This study aims at providing first-hand information about medical imaging to the health care practitioners. It is also intended to give a brief overview of the state of medical imaging in the health care delivery system with a focus on Nigeria. It additionally gives an insight into its challenges and discusses the benefits and prospects of the computer imaging system in the system. A methodological review of the current state of medical imaging system was examined with particular focus on its relationship to the health care delivery system in Nige...

Drawing from the strength of fingerprint and Iris features discussed in the work, a robust architecture supported by the fuzzy-based mathematical model was developed for future elections. Further discussed were the advantages of the proposed architecture over the current INEC...

Research paper thumbnail of Development of a Best Answer Recommendation Model in a Community Question Answering (CQA) System

Intelligent Information Management

In this work, a best answer recommendation model is proposed for a Question Answering (QA) system... more In this work, a best answer recommendation model is proposed for a Question Answering (QA) system. A Community Question Answering System was subsequently developed based on the model. The system applies Brouwer Fixed Point Theorem to prove the existence of the desired voter scoring function and Normalized Google Distance (NGD) to show closeness between words before an answer is suggested to users. Answers are ranked according to their Fixed-Point Score (FPS) for each question. Thereafter, the highest scored answer is chosen as the FPS Best Answer (BA). For each question asked by user, the system applies NGD to check if similar or related questions with the best answer had been asked and stored in the database. When similar or related questions with the best answer are not found in the database, Brouwer Fixed point is used to calculate the best answer from the pool of answers on a question then the best answer is stored in the NGD data-table for recommendation purpose. The system was implemented using PHP scripting language, MySQL for database management, JQuery, and Apache. The system was evaluated using standard metrics: Reciprocal Rank, Mean Reciprocal Rank (MRR) and Discounted Cumulative Gain (DCG). The system eliminated longer waiting time faced by askers in a community question answering system. The developed system can be used for research and learning purposes.
