Finanzstarke Parteiprojekte dominieren die ukrainische Politik und werden von ihren Initiatoren j... more Finanzstarke Parteiprojekte dominieren die ukrainische Politik und werden von ihren Initiatoren je nach Interessenlage eingesetzt oder, bei Misserfolg, aus dem Verkehr gezogen. Neue, reformorientierte politische Kräfte, die Interessen von Bürgern vertreten möchten, denen aber das Geld fehlt, haben es-wegen der teuren ukrainischen Wahlkämpfe-schwer sich zu etablieren. Seit dem 1.7.2016 ist in der Ukraine ein neues Gesetz in Kraft, das staatliche Parteienfinanzierung regelt und insbesondere neuen politischen Bürgerparteien mit einem finanziellen Grundstock die Basisarbeit ermöglichen soll. Im letzten Moment vor der Abstimmung wurde es jedoch verwässert: Bis nach der nächsten landesweiten Parlamentswahl erhalten zunächst nur jene Parteien finanzielle staatliche Unterstützung, die es bei der letzten Wahl 2014 über die Fünfprozenthürde geschafft haben. Diese Übergangsregelung sorgt dafür, dass kleine und neu gegründete Oppositionsparteien zunächst nicht von staatlicher Parteienfinanzierung profitieren-sondern erst, wenn und nachdem sie bei der nächsten Wahl mehr als zwei Prozent der Stimmen erhalten. So verschafft das Gesetz nun, anders als ursprünglich beabsichtigt, hauptsächlich ohnehin finanzstarken Parteiprojekten nicht nur Aufschub vor neuer politischer Konkurrenz, die sich nach der Revolution der Würde zunehmend formiert, sondern bringt ihnen gar zusätzliches Geld aus der Staatskasse. Parteien neuer Bürgervertreter mit ernsthaften Reformabsichten brauchen deshalb einen langen Atem und die Unterstützung internationaler Partner.

The article deals with efficiency networks, representing organizational structures created to sol... more The article deals with efficiency networks, representing organizational structures created to solve problems in spheres of local government. It starts with the introduction to the efficiency networks concept as an instrument in overcoming challenges in municipality service delivery, including the theoretical foundation and existing practical experience. The Norwegian model of efficiency networks provides an example of effective cooperation between local authorities and scholars, demonstrates advantages of evidence-based decision making that includes profound analysis of statistical data and opinions of service users. There were considered the experience of the application of effi ciency networks in Poland and Ukraine, analyzed the features and peculiarities of research and data processing, proposed algorithm of the projects, and highlighted the results of their implementation in the article. The results of the efficiency networks’ application were summarized, their practical importance was defi ned, and their infl uence on the quality of public services provided by the municipalities was presented. The article covers the process and outcomes of the projects considered, reflects on some of the achievements of the Norwegian, Polish and Ukrainian efficiency networks as well as the main findings and lessons learned.

The aim of the article is to examine the level of difference between ordinary citizens and repres... more The aim of the article is to examine the level of difference between ordinary citizens and representatives of local authorities regarding their assessments of the functioning of the city government and opportunities for citizens participation in local governance processes. The article makes use of the data from the sociological survey conducted in the summer of 2014 in 15 cities of Ukraine with respondents among ordinary citizens, city council deputies and civil servants at the city level. The survey results reveal statistically significant differences between opinions of ordinary citizens, city council deputies and department heads of the local administration executive authority. Furthermore, opinions of city council deputies fall between those of the two other categories of respondents. In general, representatives of local authorities assess the functioning of local government as well as opportunities for ordinary citizens to participate in local governance processes much more positively than ordinary citizens do. Strong correlations are found between citizens opinion on local governments information dissemination activities and their attitudes towards a variety of aspects of local government performance. As means to reduce the discrepancies between local authorities and the population the authors suggest a systematic provision of information from city authorities to citizens and vice versa, and enhancing the level of interaction between them. In addition, broad educational campaigns as well as programmes to improve the image of city authorities in the eyes of citizens are suggested as being necessary.

This chapter looks into citizens’ perceptions of and interactions with local authorities in Ukrai... more This chapter looks into citizens’ perceptions of and interactions with local authorities in Ukrainian cities. It is based on results from two local democracy surveys carried out in 20 cities in early 2014 and at the end of 2017—that is, before the decentralization reform was initiated, and some years into the reform. It shows that both in terms of citizens’ perceived responsiveness of local authorities as well as citizens’ political participation, there are signs of progress in most cities. A caution is a negative tendency in citizens’ assessment of their own possibilities for influencing politics locally. Using correspondence analysis, the chapter makes typologies of the interaction between citizens and local authorities and identifies citizen trust to be a core factor affecting perceptions of local authority’s responsiveness. Finally, the chapter discusses the implications of the findings for the ongoing reforms and prospects for stability.

This article examines local democracy in Ukrainian cities from the perspective of the local popul... more This article examines local democracy in Ukrainian cities from the perspective of the local population, with a focus on citizen participation and city authorities' responsiveness to the concerns of local inhabitants. It draws on a survey of 2000 urban residents in 20 Ukrainian cities with a diversity of population size, administrative status, and geographic location. Correspondence analysis is used to show how different groups of the population are distributed along the two dimensions of responsiveness of local authorities and citizen participation. A typology of four ideal-types of city residents is elaborated: "alienated," "protesters," "compliant," and "interactive." The data reveal remarkably large differences among cities: from four to six of the cities are associated with each of the four typology categories based on the clustering patterns along the two dimensions. The main policy implication of the study is that general measures for local government reform should be combined with targeted measures directed at the various types of challenges experienced in different Ukrainian cities.

The aim of the article is to examine the level of difference between ordinary citizens and repres... more The aim of the article is to examine the level of difference between ordinary citizens and representatives of local authorities regarding their assessments of the functioning of the city government and opportunities for citizens’ participation in local governance processes. The article makes use of the data from the sociological survey conducted in the summer of 2014 in 15 cities of Ukraine with respondents among ordinary citizens, city council deputies and civil servants at the city level. The survey results reveal statistically significant differences between opinions of ordinary citizens, city council deputies and department heads of the local administration executive authority. Furthermore, opinions of city council deputies fall between those of the two other categories of respondents. In general, representatives of local authorities assess the functioning of local government as well as opportunities for ordinary citizens to participate in local governance processes much more positively than ordinary citizens do. Strong correlations are found between citizens’ opinion on local governments’ information dissemination activities and their attitudes towards a variety of aspects of local government performance. As means to reduce the discrepancies between local authorities and the population the authors suggest a systematic provision of information from city authorities to citizens and vice versa, and enhancing the level of interaction between them. In addition, broad educational campaigns as well as programmes to improve the image of city authorities in the eyes of citizens are suggested as being necessary.
