Research paper thumbnail of Resource Sharing in Households with Children: A Generalized Model and Empirical Evidence from the UK

Economies of scale are defined using a general form of Barten scales. We identify resource sharing among household members and, originally, the contribution of each parent to the expenditure on children. We provide a tractable estimation approach based on a simple demand system for male and female clothing, that is, two exclusive goods commonly available in standard surveys. We illustrate the method on thirty years of expenditure data for the UK. We relax the independence of the sharing rule on total expenditure and actually find that women’s shares increase with living standards. This, and progress in education levels, explains most of the reduction in intra-household inequality over the period.

We thank François Bourguignon for useful comments and suggestions. We bear the sole responsibility for any remaining errors. In Chiappori’s (1988) collective model of labor supply hours of work are supposed flexible. In many countries, however, male labor supply does not vary much. In that case, the husband’s labor supply is no longer informative about the household decision process and individual preferences. To identify structural components of the model, additional information is needed. We thus consider an approach in which the wife’s labor supply is expressed as a function of the household demand for one specific good. We demonstrate that the main properties of Chiappori’s initial model are preserved and apply our results on French data.

The first section discusses the unitary approach, in which the individual behavior model is simply transposed to the household. However, this approach is hindered by a lack of reliable theoretical justifications for the necessary aggregation of individual preferences and by the rejection of the predictions it generates. Therefore, economists have developed a more general, collective approach. Based on the assumption of optimal resource allocation, this approach accounts for multiple decision makers within one household. The most recent research examines new generalizations in which the efficient situation is merely a particular case.

Firstly, we show that the main structural components of the decision process, in particular, the price of leisure, can be retrieved. Secondly, we estimate a system of market and domestic labor supply using the PSID and apply the theoretical results.

It is shown that the structural components of the model can be identified without a distribution factor, thereby generalizing the initial results of Apps and Rees (1997) and Chiappori (1997). The theoretical model is then estimated using the ATUS data. The empirical results are compared to those obtained from a similar model without domestic production.

Each household member is characterized by specific prefer- ences and the (unspecified) allocation process is assumed to be efficient. Following the principle of the Rothbarth approach, the identification of the children's share requires the observation of adult-speci?c goods. The share of household income accruing to children in this context o¤ers a new measure of the cost of children, i.e., it differs from the traditional approach in that it is compatible with economies of scale and parents'bargaining. We illustrate the method with an application on the French Household Budget Survey.

We identify and estimate scale economies in households and the sharing rule between husband, wife and children. While adult shares and economies of scale are identi ed thanks to the estimation of individual Engel curves on single individuals, the identi cation of the resource share accruing to children (the cost of children) requires the observation of adult-speci c goods as in the traditional Rothbarth method. The useful aspect of the present approach is that it requires only the estimation of Engel curves on cross-sectional data, i.e. price variation is not required. This is an advan- tage for many countries where price variations is indeed limited, as in our application on Irish data.

In this paper, we estimate the allocation process and adult economies of scale in households from Côte d'Ivoire using a collective model of household consumption. Identi…cation relies on the observation of adult-speci…c goods, as in the Rothbarth method, and a joint estimation on couples and singles. Results show that children's shares are small and decline quickly with household size. It results that child poverty, measured on the basis of individual allocations within families, is much larger than in traditional measures ignoring intrahousehold inequality. Adult poverty is smaller because parents are highly compensated by the scale economies due to joint consumption.

The main results are based on a conditional demand (‘m-demand’) framework in which household demands are directly derived from the marginal rates of substitution. We show that (i) household demands have to satisfy testable constraints and (ii) some elements of the decision process can be retrieved from observed behavior. These theoretical considerations are followed by an empirical application using the U.S. Consumer Expenditure Survey. Overall, it turns out that the data are consistent with the theoretical model.
