This paper utilizes queuing models to analyze health care processes. We extend previous queuing m... more This paper utilizes queuing models to analyze health care processes. We extend previous queuing models to allow for i) heterogeneous resources, ii) resource allocation to various tasks, and iii) teams (complementary resources). We model a process of one clinical unit. We use the model to analyze how resource allocation affects both process performance and utilization of resources. This approach emphasizes how allocation of resources to tasks affects process performance. We illustrate how the model can be used to analyze how variations in resources affect process performance and for example how ICT affects process performance.

Advanced value-added telecommunication services provide high growth potential for telecommunicati... more Advanced value-added telecommunication services provide high growth potential for telecommunication operators. Intelligent networks provide new opportunities for the development of differentiated value-added services. With increasing competition customer oriented service development becomes very important. In this paper we will present a framework for service development that includes both customer values and operations of the service provider. The framework of value network will be formed of customer preferences and the operations of the service provider. Our approach thus combines the theory of value creation in the company with consumer theory of how consumers perceive created values. We also give an example of the utilisation of the ti•amework by analysing how customer value is created with the 9700-service of Telecom Finland. 1 INTRODUCTION The demand for sophisticated telecommunication services and the rapid development of telecommunication techniques have created a basis for the development of Intelligent Networks (IN). IN support management and distribution of advanced telecommunication services. IN provides possibilities to integrate existing and new services, introduce new services rapidly, and differentiate services according to the needs of different customer segments. These new value-added services are created on top of existing telecommunications infrastructure and they utilise its services in value-added service applications. IN technology provides opportunities to offer value-added services to smaller and more profitable customer segments.

One of the major, difficult tasks in automated video surveillance is the segmentation of relevant... more One of the major, difficult tasks in automated video surveillance is the segmentation of relevant objects in the scene. Current implementations often yield inconsistent results on average from frame to frame when trying to differentiate partly occluding objects. This paper presents an efficient block-based segmentation algorithm which is capable of separating partly occluding objects and detecting shadows. It has been proven to perform in real time with a maximum duration of 47.48 ms per frame (for 8x8 blocks on a 720x576 image) with a true positive rate of 89.2%. The flexible structure of the algorithm enables adaptations and improvements with little effort. Most of the parameters correspond to relative differences between quantities extracted from the image and should therefore not depend on scene and lighting conditions. Thus presenting a performance oriented segmentation algorithm which is applicable in all critical real time scenarios.
