It explores the manifestation of corruption in both developed and developing countries. Methodologically, the paper adopted a qualitative research technique of data collection through the content analysis of empirical studies conducted by classical and contemporary scholars. Some of the theoretical thrusts in the analysis of corruption in this work are the Idealist, Functionalist theories and Political economy approach. After thorough and careful assessment of the scholarly views on corruption, the paper discovered that the menace of corruption also manifest in developed countries but it is more acute in developing countries of the world Keywords: Corruption, theory, developed countries, developing countries

This paper deals with the discourse on historical dynamics of the anti-corruption war in Nigeria.... more This paper deals with the discourse on historical dynamics of the anti-corruption war in Nigeria. The culture of corruption has been the major problem of governance in Nigeria and this has negatively affected the external image of the country as the nation has consistently remained one of the most corrupt nations in the world. Methodologically, the paper adopted a qualitative research technique of data collection through the content analysis of various studies conducted by scholars who have made outstanding contributions on the practice of governance and anti-corruption policy within and outside Nigeria. The findings from the study reveals that, despite the establishment of various anti-graft agencies, incidences of corruption continue to abound in Nigeria and various efforts by individual and different stakeholders in anti-corruption campaigns has not achieved any meaningful results. The study therefore, recommends that, in combating corruption at all levels of government and institutions, the government must amend the Penal and Criminal Code (law) which were outdated and drafted over fifty year ago when the country faced lesser crime. The sanctions contained in these laws are insufficient to the offence committed. These laws must be amended in line with the Chinese legal system which lay emphasis on stiffer sanction on corrupt practices. Life imprisonment should melted out on any official who steal above N15 million naira and death penalty for N100 million above.

Local government in Nigeria has a mandate of proper utilization of her personnel in an efficient and effective manner in order to meet the developmental demands at the local level. This particular objective has suffered a setback particularly in a result-oriented manner. The paper adopted secondary and primary source of data. The paper revealed some issues that have been major clogs to effective utilization of personnel in Nigeria local government, which range from lack of: adequate policies; proper job description; proper developmental orientation; and proper innovation among others. It recommends a re-adjustment of policies, proper job descriptions, in terms of task and responsibility to each employee, and that the state government should allow local government to strive more in order to effectively maximizes their personnel utilization. The Constitution recognizes Local Government as the third tier of government whose major responsibility is to ensure affective service delivery to the people, and also enhance sustainable development at the grassroot. The incapacity to generate its own revenue sources leads to its continued dependence on federal allocation, the result of which makes it a stooge rather than a partner in developmental process among the tiers of government in Nigeria leading to little evidence of performance at local level. State and local governments are instruments of development aimed at bringing government closer to... more State and local governments are instruments of development aimed at bringing government closer to the people so as to ensure their greater and equitable participation in the process of governance. However, in Nigeria, the pattern of infrastructural development is concentrated in the state and local government headquarters, rather than adopting holistic developmental process, which has engender stiff competition and scramble for local government creation among various groups in the polity.. Against this background, this paper examines the process of state and local government creation in Nigeria from 1960 till date. The study found that state and local government have and become an avenue for obtaining more allocations from the federal government coffer, as well as political representations at the national assembly. The study presumably hopes to provide useful solution to frequent agitation for creation of more state and local government by recommending that government at all levels (federal, state and local) should be responsive to the aspirations of the people at grassroot so as to reduce further agitation and ensure political stability and development. The methodology employed is qualitative method collections of data.
