Three levels of reading comprehension are customarily defined: (1) Factual level or Reading the lines, (2) Interpretive level or Reading between the lines, and (3) Evaluative level or Reading beyond the lines. Further analyzing and synthesizing factors underlying these comprehension levels, 10 reading skills were extracted: (1) Explicitly stated meanings, (2) Vocabulary in context, (3) Facts and opinions (4) Pronoun reference,(5) Linking words and grammatical structures, (6) Main ideas and supporting details,(7) Text structure, (8) Inferred meanings,(9) Author's purpose, and (10) Author's viewpoint. The Two-Step Cluster Analysis was performed on reading test scores of 297 first-year college students. The precluster step performed on the test scores of 10 reading skills of the 297 students generated three subclusters: Subcluster 1 (n= 51; 17.2%), Subcluster 2 (n= 170; 57.2%), and Subcluster 3 (n= 76; 25.6%). Since the score of every student in Subcluster 3 was 0, it was excluded from further analysis. The data from the two subclusters (n= 221) were then used as input for further clustering and created solution of five clusters. A final analysis using Pearson's correlation was employed to determine relationships between skills.

This study opted for an exploratory study using the mixed methods research covering both qualitative and quantitative studies. The focus group interview was used to obtain qualitative information from 24 executives and experts in knowledge management, in five organisations. ATLAS.ti was used to analyse focus group data. The quantitative data was gained from a survey of 26 executives and KM experts who participated in the KM seminar. The result from the analysis was then used to develop a model of tacit knowledge extraction. The key finding is that major challenges of extracting tacit knowledge are lack of certainty of corporate policy, lack of motivation, lack of continuity in knowledge management activities, lack of a support system for the learning environment, lack of participation, non-supportive culture and behaviour, lack of preparation for interviewing, discontinuity in interviews during extraction of tacit knowledge, misinterpreted questioning, and inexperienced interviewers has a lack of experience. Web-based applications were the key source for the questions, which were comprised of both primary and secondary questions.

Numerous studies have contributed to improving assisted aid technology such as screen readers, the development and the use of audiobooks, and technology that supports individual learning by the visually impaired. Before conducting research on how the existing technologies could enhance today's study support service, a lead user was identified from among the visually impaired university students that were involved in the new service development process. Telephone interview analysis was used for primary data collection from 49 sampled students while interviews, discussions, and brain storming were used for the primary data collection in the idea generation process and the new service functionality synthesis between the lead user and researcher. The findings from this study make several contributions to the area of service development using the lead user technique. The lead user provided an idea that is claimed to be a useful service solution. It was demonstrated that a group learning technology-based service can work as a new service for visually impaired university students. The findings are also original in that the new service with the capacity for knowledge access and transfer using telephony technology will be the first new service that shifts their individual learning to a group or community that includes instructor participation.

The research method was divided into three phases. The first phase was to study the research papers, and literature under the context of blended training, knowledge management, action learning and competency in training design. The second phase was to explore the situation problems and needs of personnel development staff in regards to the design of training programs. The third phase was to design the blended training programs by using the knowledge management principles and action learning to improve the training program design competency. The research findings show the challenges caused by inadequate knowledge in blended training, knowledge management, action learning as well as insufficient time allocated by the management team and personnel development staff towards the subject. Even though development practitioners today use various technologies in learning and managing knowledge at a high level, there still remains a need for the creation of a community of practice, and the appraisal and recognition of successful practitioners, together with a knowledge map that is easy to search and utilize. Those can be applied in training model development. Index Terms-Action learning, blended training, knowledge management, training program design competencies.
