T... more INSPIRE provides the framework for the establishment of a European Spatial Data Infrastructure. The cross-border use and applicability of data requires that specific standards and rules are fulfilled by data providers. Such rules are currently being developed as data specifications. Soil as a theme in the INSPIRE annex III is included in this process, and was selected as the target theme for the EU best practice network GS SOIL "Assessment and strategic development of INSPIRE compliant Geodata-Services for European soil data". The project contributes to the harmonization and provision of interoperable soil geodata in Europe. The main deliverable of the project is the web portal http://gssoil-portal.eu/, which provides information, data management tools and links to data sources. Examples are the soil specific multilingual thesaurus, a metadata editor and catalogue service, provision of WMS and prototype WFS.

Research paper thumbnail of The Geoinformation Infrastructure in the Czech Republic. The Key Role of Metadata

The geoinformation technologies utilization and the development of spatial orientated information... more The geoinformation technologies utilization and the development of spatial orientated information systems have achieved high degree of progress in the Czech Republic and have accomplished resounding success in public administration and commercial sphere. The development is strongly influenced by the NII (National Information Infrastructure) and respective national strategic documents. In spite of some positive steps the situation of accessibility and usage of geodata is relatively unsatisfactory even though many of positive aspects were brought by individually evolved activities within the scope of individual bodies of public administration and other subjects. The difficulty lies mainly in insufficient legislative and other legal rules, that would -at national levelenable the coordination of information systems of public administration. In the Czech Republic, there is the whole functional range of important elements of NGII, but they demand the uniform conceptual framework, which would ensure the coordinated continuous development. The MIDAS (metainformation system for spatial data) system represents an important element of the NGII. KEYWORDS: metainformation system, on-line catalogue of geodata, clearing house of geodata, national spatial data infrastructure, public private partnership, inventory of geodata on national level, MIDAS

This paper describes solution, which is developed in integration of projects Humboldt, c@r, Earthlook, Winsoc and Geokrima. The focus of solution is on line data collection and updating in the terrain. There is a requirement for client, which could be represented by PDA or eventually by sensors, the connection to the server. The distance between the server and the thin client may vary from a few hundred meters in case of mobile server to almost unlimited distance in case of the stationary server. The data compiled is being transferred between the client side and the server so the data transfer is rather low. The data volume in backward transfer is also very low (from client to server). There is no running application necessary on the client side except the internet browser. Possibly connected sensors and GPS (are served by applets and all the gathered data is being preceded on the server side. The thin is connected either to the stationary server or to the mobile server. The majority of the gathered geospatial data is processed on the remote application server according to the preset rules. This server will be placed in the LAN or Wan network environment. The possible communication could run trough mobile networks or trough transportable satellite receiver in car. The application server is accessing to the local or remote data sources and all the application logic is running on the server side. The data and applications must be accessed to the user via standard internet/internet connection. Interoperability is significantly extending the reuse possibilities of the information systems and so their value is increased.

Cartographic visualization of sensoric data for public purposes is usually referred to as pervasive mapping. The project is technologicaly based on Open Geospatial Consortia (OGC) intiative called Sensor Web Enablement (SWE), which specifies method of connecting arbitrary sensors to the Internet. SWE will provide specification of standardized interface and coding of data for use in a geoinformation service that integrates selected sensors to general, already existing geoinformation infrastructures. Project is primarily focused on three basic cartographic areas of investigation: effective real-time visualization of sensoric data with the use of selected cartographic tools, modelling of monitored spatial phenomena with suitable interpolation procedures and their subsequent cartographic presentation, and visualization of trends of changes of sensoric data and their contingent prediction.
