This paper describes a methodology for the study of long-term network planning under uncertaintie... more This paper describes a methodology for the study of long-term network planning under uncertainties. In this approach the major external uncertainties during the planning horizon are modelled as macro-scenarios at different future time instants. The random nature of actual operating conditions is taken into account by using a probabilistic model of micro-scenarios based on past statistics. Monte-Carlo simulations are used to generate and simulate a specified number of scenarios. Data mining techniques are then applied to the simulations results collected in a database, so as to extract information and to rank scenarios and network reinforcements according to different performance criteria. The paper describes the application of this approach on a real transmission planning problem faced by the Belgian transmission system operator.

The first deals with the exploration of the suboptimality properties of the hierarchical scheme. The second concerns algorithmic improvements by taking into ac count the PO / QV decoupling property of high voltage electric power sys tems so as to reduce the computational burden of the Kalman filter. A simple realistic example confirms the theoretical developments and illustrates the effectiveness of the decoupled estimator.

A method for performing dynamic state estimation in electric power systems is set forth. It deriv... more A method for performing dynamic state estimation in electric power systems is set forth. It derive s from the conjunction of an extended Kalman filter and of a hierarchical scheme, according to which the overall dynamic state estimation problem is decomposed into snaller, easier to handle subproblems. Aside from making the solution' of the large-scale problem at all feasible in practice, this leads to important computational s avi ngs. Use d in real power systems, this structure succeeds indeed in keeping the advantages of th e Kalman filtering while clearing it from its extremely demanding computer time and storag e requirements. Hierarchization is an interesting loophole in the extremely demanding problem of dynamic state es... more Hierarchization is an interesting loophole in the extremely demanding problem of dynamic state estimation of electric power systems, built on an extended Kalman filter and called to work in real time. The first-and up to now only-hierarchical structure developed to this end uses a state variable-wise decomposition principle. This paper tentatively proposes a novel approach, based on a measurement-wise decomposition. If it is too early to make a comprehensive assessment of its advantages and intrinsic characteristics, we can however foresee its complementarity with the former hierarchical dynamic state estimation.

The Single Machine Equivalent (SIME) is a hybrid method resulting from the coupling of a time-dom... more The Single Machine Equivalent (SIME) is a hybrid method resulting from the coupling of a time-domain transient stability program with the equal-area criterion. Its aim is to set up a software as general as the time-domain program with which it is coupled but much more powerful and faster than it. The paper shows how the method reaches the threefold objective : to properly and readily assess transient stability limits (such as critical clearing times and power limits) under any power system modelling and stability scenario, to identify the relevant system machines and to appraise stability margins. In turn, these latter pieces of information open possibilities towards handy sensitivity analysis and transient stability monitoring. In short, they pave the way for real-time transient stability preventive monitoring and control. A variety of sample simulations highlight the method and its specifics.

This paper presents, in a tutorial manner, the benefits that existing and future State Estimators (SE) can achieve by incorporating these de- vices in the monitoring process. After a review of the rele- vant PMU technological aspects and the associated deploy- ment issues (observability, optimal location, etc.), the alter- native SE formulations in the presence of PMUs are revis- ited. Then, several application environments are separately addressed, regarding the enhancements potentially brought about by the use of PMUs.
