The paper intends to present the manner in which the public services diagnosis is made, taking in... more The paper intends to present the manner in which the public services diagnosis is made, taking into consideration the complexity of its making. The making of the public services' diagnosis is determined on one hand by the number and diversity of public services ensured by the local authorities, and on the other hand, by the extremely high number of service operators and also by the different forms of organization that these have. We consider that the best way to achieve the public service diagnosis is yet the consultation with the public opinion as a beneficiary of these services. We appreciate that the diagnosis analysis would not be finished if a general conclusion regarding the activity performed by the local communities were not made, a reason for which we recommend that each type of diagnosis made should be appreciated with ratings.
Since the turn of the century, the Romanian IT sector has had a significant positive impact upon ... more Since the turn of the century, the Romanian IT sector has had a significant positive impact upon the economy of Romania. It created numerous, high-paying, knoladge-based jobs, increase the international exposure and reputation of our nation, positevely contributed to the Romanian exports and attracted significant foreign direct investment. Considering that globaly the tehnology sector is poised to grow faster than any other sector, the present article aims to forcaste the implications of Romania having double the number of IT workers. It will be presented a brief history of the development of the sector in the last decade and how the number of graduates of tehnical expertise has evolved over the same period. Finally, conclusions will be presented on the future of Romanian IT sector and in following papers to be exhibited economic and social forecasts that the country would benefit from.

The sequence of all paths p i of lengths i) 1 to the maximum possible length in a hydrogen-deplet... more The sequence of all paths p i of lengths i) 1 to the maximum possible length in a hydrogen-depleted molecular graph (which sequence is also called the molecular path code) contains significant information on the molecular topology, and as such it is a reasonable choice to be selected as the basis of topological indices (TIs). Four new (or five partly new) TIs with progressively improved performance (judged by correctly reflecting branching, centricity, and cyclicity of graphs, ordering of alkanes, and low degeneracy) have been explored. (i) By summing the squares of all numbers in the sequence one obtains Σ i p i 2 , and by dividing this sum by one plus the cyclomatic number, a Quadratic TI is obtained: Q) Σ i p i 2 /(µ+1). (ii) On summing the Square roots of all numbers in the sequence one obtains Σ i p i 1/2 , and by dividing this sum by one plus the cyclomatic number, the TI denoted by S is obtained: S) Σ i p i 1/2 /(µ+1). (iii) On dividing terms in this sum by the corresponding topological distances, one obtains the Distance-reduced index D) Σ i {p i 1/2 /[i(µ+1)]}. Two similar formulas define the next two indices, the first one with no square roots: (iv) distance-Attenuated index: A) Σ i {p i /[i(µ + 1)]}; and (v) the last TI with two square roots: Path-count index: P) Σ i {p i 1/2 / [i 1/2 (µ + 1)]}. The binding affinities for NMDA receptor ion channel and σ receptor sites of four classes of diar... more The binding affinities for NMDA receptor ion channel and σ receptor sites of four classes of diarylguanidines have been correlated with values of molecular descriptors implemented in CODESSA and PRECLAV programs: twenty-one derivatives of N, N′-diphenylguanidines type (1), eight N, N′-dinaphthylguanidines type (2), eighteen N-naphthyl-N′-phenylguanidines type (3) and two miscellaneous guanidines (4). A new topological index A Ad based on local invariants of the chemical graphs has been defined and used in QSAR studies generating an increasing of correlation coefficient value r.

This is a pioneer work on this topic. In the development of the work public materials are used, e.g. the ones published by the Romanian authorities and the Final Declarations of the Strategy Conferences. The article is an observation of the projects (future) implemented in Romania based on the currently available data. On the course of the research it became clear that the Strategy results are still modest, and better cooperation between member states, supported by a European Union grant program, is needed to reach the objectives set by the Strategy. The present article would be useful for researchers as it sums up all the information available at this moment in Romania about the programs that are being implemented. Fitch, Standard & Poor's (S&P) and Moody's are the three big rating agencies on the planet, repre... more Fitch, Standard & Poor's (S&P) and Moody's are the three big rating agencies on the planet, representing some of the strongest protagonists in the world of financing. Concretely, these three big rating agencies evaluate the creditworthiness of both companies and the countries requesting this, with the aim of giving the investors and idea concerning the investments to be made in the safest way. AAA is the highest rating granted by these agencies. Then follows the AA1 and the scale goes down to C. Any rating at/or below BBB is known as "junk" (trash). The more diminished the evolution perspectives granted by the rating agencies, the more a firm or a country gets closer to the state of payment incapacity of its debts. Thus there are indirectly intensified the economic crises. Creditors that keep on lending the respective country or firm are less optimistic with regard to the perspectives of getting their money back-and thus they shall levy higher interest rates. The higher the interest rates, the more difficult the reimbursing of debts or of the firm, or the government is to be made and it is more likely that this falls within payment incapacity.

Public services such as pre-university education system, culture, assistance and social protection, but also public lightening, water supply, and sewerage are examples of services which are assured by the public local authorities. Consequent to the principles published in the European Charter of the Local Autonomy, the local authorities had fully benefited from the provisions of the Chart. The right to dispose by own resources, the right to collect them, the right to benefit by partition of tax incomes, the right to contract loans have transformed the local communities in important entities with financial power capable to carry out efficient public services in terms of quality and operational for the citizens. The paper intends to emphasise the importance of budget resources forecasting for long periods of... more The paper intends to emphasise the importance of budget resources forecasting for long periods of time, within the financial management. An as accurate as possible forecasting of the volume of financial resources will represent the basis for the future projections of the expenditure of local communities, as they are regulated by law, knowing that one of the principles representing the basis of budget making is that of the balanced budget. To the same extent, the volume of the budget liquidities will depend on the rigorousness of the design of the volume of financial resources.. Beyond the abstract character of the mathematic calculus made by specialists in econometrics, the financial manager is also interested to know the forecasting techniques so that he/she can draw up the income and expenditure budget, the basis for the implementation of the economicsocial development strategies of the local communities. The financial management remains a fundamental component of the public management through the theoretical-methodological arsenal made available for the loan officer.

Licitaţiile reprezintă un mecanism de cumpărări eficient pentru autorităţile publice, conceput să... more Licitaţiile reprezintă un mecanism de cumpărări eficient pentru autorităţile publice, conceput să furnizeze cumpărătorului (autoritatea publică), produse si servicii cu o dată convenabilă de finalizare a tranzacţiei şi cu opţiunea de a fixa un preţ minim. În această lucrare, se va studia problema optimului pentru cheltuielile publice, utilizând regulile echilibrului Bayes-Nash, într-o licitaţie simetrică caracterizată prin cunoaşterea valorii independente, adică fiecare ofertat îşi cunoaşte doar propriile informaţii. In urma stabilirii funcţiei de echilibru pentru profitul optim al ofertanţilor, prin minimizarea acestei funcţii (derivarea de ordin I) şi maximizarea ei (derivarea de ordin II), s-a ajuns la identificarea intervalului de optim unde se va situa oferta de produse si servicii a unui ofertant pentru autoritatea publică.

The aim of this article is to contribute to the theoretical evaluation of the EU Cohesion Policy ... more The aim of this article is to contribute to the theoretical evaluation of the EU Cohesion Policy 2007-2013 through a specifi c program – REGIO - Regional Operational Program (ROP) and a specifi c region – North-West Region of Romania (NWRR) and to identify the obstacles encountered by the benefi ciaries from the public sector that lead to the weak absorption of ROP, in all areas of intervention: urban growth poles, transport infrastructure, social infrastructure, development of business environment, sustainable development and promotion of tourism. Our main concern was to analyze through quantitative and qualitative research the problems identifi ed on the basis of the document analysis and secondary data research, at the level of 176 projects completed by 53 public sector benefi ciaries, fi nanced by ROP 2007-2013, in NWRR, until 31.01.2014.
