The purpose of the study is to investigate the manner in which the FCT Universal Basic Education Board (UBEB) is implementing the UBE policy, with a view to finding out if the policy is achieving its stated principal objective of providing qualitative, free, compulsory, universal basic education to all eligible Nigerians between the ages of six and fifteen. The study adopted the exploratory survey method and had a sample of 228 respondents randomly selected from staff of the FCT UBEB, teaching/non-teaching staff of public primary and junior secondary schools in the FCT. A 13-item open and close-ended questionnaire was used in obtaining primary data, which was supplemented with secondary data. The effectiveness of road transportation relies heavily on several factors and the attitude of th... more The effectiveness of road transportation relies heavily on several factors and the attitude of the road driver to traffic engineering, control and management requirement. It is in the light of the above consideration and context that this study; Road Transport policy and Traffic management in Nigeria, Directorate of Road Traffic Service (DRTS) Federal Capital Territory Abuja in Perspective can conveniently be situated. The study brings into focus for better appreciation, the important roles of the traffic officers in driving test licenses, road worthiness test, enlightenment campaign activities, highway patrol, revenue generation etc which are all important elements in actualizing the policy thrust of the country\'s transport policy of adequacy and safety using both primary and secondary sources of data collection with simple percentage method of analysis and system theory as theoretical underpinning. Conclusion and far reaching recommendations were drawn in the light of the findings with the hope that such will shape the transportation policy process of government. All organizations, whether public or private, are attempting to achieve goals and objectives. It ... more All organizations, whether public or private, are attempting to achieve goals and objectives. It does not matter whether the objectives are return-on capital, market share, and social well-being. Organization must have competent employees who can perform the necessary tasks to accomplish these objectives. There is probably no programme in the field of human resources management that is so difficult to implement and yet so vital to individual and organizational development than performance management aimed at achieving these objectives. In all organizations, effective results are crucial to survival. Since continuous improvement of performance is a basic condition for individual and organizational growth and development, individual employee's performance needs to be evaluated against established objectives. By appraising individual's performance, areas of relative strength can be identified and reinforced while areas of weakness can be addressed in a manner that is conducive to better performance. Using secondary source of data, the paper concludes that performance management technique becomes more effective when used for specific purpose. In view of this development, the study recommends separate assessment technique for different purpose in place of the current multipurpose performance management system. The idea of managing organizational performance is being widely accepted and adopted all over the world. It spreads rapidly from the private sector to the public sector in the developed world and has recently found its way in many developing countries including Nigeria. New initiatives and legislations continue to be issued as a sign of governments' insistence on following the new focus on performance orientation. Performance management is a shared process between managers, individuals and teams they manage. It is based on the principle of management by contract rather than command, although this does not exclude the need to incorporate high performance expectations in such contracts. As rightly observed by Armstrong and Baron (2004), performance management is all about the agreement of objectives, knowledge, skill and competence requirements and work and development plans. In the research on 'Corruption: Threat to Democracy and Market Economy', the rese... more In the research on 'Corruption: Threat to Democracy and Market Economy', the researchers critically explore the issue of corruption and how it threatens the democracy and market economy in Nigeria. Relevant literature was revised, which formed the secondary data. The theoretical framework of the study is political economy theory. The finding revealed that Nigeria has been bedeviled with weak economy and political governance, the major cause of which is corruption that has resulted in high levels of poverty in the land especially and predominantly among the low class citizens. In view of the above, the major recommendation among others is to reinforce and re-invigorate traditional and cultural values that encourage good behavior in private and public life. This needs to be done as a matter of urgency in order to " sweep out " corruption in the country, knowing full well that cankerworm or menace called corruption is a threat to the democracy and market economy of Nigeria.

We provide conceptual insights elucidating how organizational efficiency is influenced by quality service delivery. Exploratory approach and secondary source of data were used and Total quality management was employed as theoretical framework. Our analysis suggests that service organizations can enhance their performance by putting in place strategies and practices that strengthen the service-oriented behaviors of their employees and reduce their intentions to leave the organization. Improved performance is accomplished through the delivery of high quality services. Specifically, service-oriented business strategies in the form of organizational-level service orientation and practices in the form of training directly influence
the manifest service-oriented behaviors of staff. It increases job satisfaction, which, in turn has an impact on affective commitment.

This sector has faced decades of neglect of inadequate funding by the Government. This has not only impacted the sector negatively but also Nigeria’s development as a whole. Developing the power sector, Nigeria adopts public private partnership (PPP) as a strategy not only to ensure infrastructural provisioning in the sector but also to fast track the development of the power sector. The objective of this paper is to examine PPP in Nigeria and some of the challenges that pose threats to the successful adoption of the strategy to transform the Nigerian power sector and how to solve them. In 1999, Nigeria joined other civilized countries by enthroning democratic political system. Consequently, this paper examines the democratic experience in Nigeria since the return of democracy in 1999. Adopting narrative descriptive approach, the paper notes that democracy is capable of ensuring good governance based on rule of law, accountability, and transparency among others if well managed. However, in the case of Nigeria, the paper observes that the nation has made some giant strides in its democratic journey since 1999 but the people are yet to fully reap the fruits embedded in this political system. Developing the power sector, Nigeria adopts public private partnership (PPP) as a strategy not only to ensure infrastructural provisioning in the sector but also to fast track the development of the power sector. The objective of this paper is to examine PPP in Nigeria and some of the challenges that pose threats to the successful adoption of the strategy to transform the Nigerian power sector and how to solve them. While collecting secondary data obtained from documentary sources, the paper employs descriptive and analytical methods of analysis to achieve its objectives. The study finds that adoption of PPP as a strategy in ongoing power sector reform in Nigeria faces some challenges which are the profit motives of the private firms involved in PPP projects, high electricity tariff, conflicting legislations, corruption and debt crisis. It is argued, however, that PPP could succeed in Nigeria despite the challenges. It is recommended that the highlighted challenges should be addressed for Nigeria to maximise the benefits in adopting PPP in the development of the power sector. INTRODUCTION The fundamental objective of any government, especially Nigeria, is " the security and welfare of the people " (Section 14, Subsection 2b of the 1999 Constitution, as amended, of the Federal Republic of Nigeria; emphasis authors'). To ensure the welfare of the citizens, there must be adequate provision of infrastructures by the government. As willing as governments all over the world, including Nigerian Government, would have loved to do this " global demand for basic infrastructure services has grown over the years, quickly outstripping the supply capacity of existing assets " (National Policy on Private Public Partnership, 2012:1). The frustration of the inability of the government to meet the demand for infrastructural amenities by the citizens due to financial incapacity of the state has compelled it to look for the best alternative. This gives rise to public private partnership (PPP).
