This study aims to understand and demonstrate the possibility of effectiveness of public policy, ... more This study aims to understand and demonstrate the possibility of effectiveness of public policy, with respect to fundamental rights and the protection of the dignity of the homeless population. To do so , the shares were verified the National Center for Defense of Human Rights of the Population in the Street and Recyclable Materials (CNDDH) to the Theory of Human Needs Miracy Barbosa de Sousa Gustin and the Theory of Recognition Nancy Fraser . According to Gustin, the analysis of effectiveness is of great importance to all fields of Applied Social Sciences, because in addition to analyzing the fulfillment of objectives, has interest in foreign demand for the research object. After the identification of obstacles to the effectiveness of the actions of this institution, action proposals were submitted. The hypothesis was confirmed the problem in order to realize the reality shown by the news, seen on the streets and in social indicators that are not demonstrated sufficient measures implemented by CNDDH to transform the social reality of the homeless population, not have the support and resources necessary for its operation.
