<jats:p>The European Quality Promotion Policy (EQPP), presented in the official documents r... more <jats:p>The European Quality Promotion Policy (EQPP), presented in the official documents reported in Point N. 2 of this paper, deals with the project promoted by the European Commission (DG III – Industry) for analyzing and defining through 35 history cases the characteristics, the peculiarities and the singularities of the adoption of the Quality System (QS) by European Industries. EQPP includes various studies and analysis processed by different Committees properly appointed by the European Commission in order to reach the promotion policy of the quality, competitiveness, solidarities, employment and work in Europe. Based upon the cumulated work experiences on Quality Systems, herewith are reported some comments and observations to the above mentioned European research documents updated to 1997. Peculiarly, the paper affords the topics regarding the actual dispute on Total Quality Management (TQM) versus Quality Assurance (QA) and Quality Systems (QS) with the aim to surpass and overcome their said complementarity and major interactions. Quality centrality is then analyzed versus others subsystems (environment, safety, security, RAM, ILS, CCM and SE), the importance of some structural quality problems linked to the European Quality House and regarding the instructions, training and the third party certification. Finally, the paper shows the devisioned qualimetry proposal and some quality terminology and language problems.</jats:p>

It was discovered in INFN laboratories, biologically characterised in ENEA's and is used as a concentrator or biopurifier of radioactive species. Differerent specific sensors can be obtained and the extended use of such bacterium to three of the most dangerous nuclear fission products ( 135 Cs, 137 Cs, 90 Sr) is being studied.

Aircraft Fuel Quantity Gauging Subsystem (FQGS) flight safety programme fundamental, includingFQGS system risk and safety analysis, research and engineering activities/tasks/actions are summarised and listed with the intent to cope with the necessary proper interrelationship and relative cross correlation. Major processes for flight safety such as Reliability and Risk Analysis, FMECA, FTA, BITE and so on are described in the terms of safety historical case. FQGS functional redundancy is SRS and the implementation of its analysis, reliability and safety program activities are essential to reach flight safety certification, validation and risk assessment. So FQGS Risk and Reliability Analysis, FMECA and Fault Tree Analysis (FTA) procedures implementation are stressed. FQGS redundancy is a SRS. However, its management system description, properly BITE tested, includes software processing of the analytical and functional redundancy cannot be presented here due to many reasons, first of all room limitation. FQGS functional reliability block diagram is given. The core aspect of the FQGS FTA general procedure is developed. Fault tree hazards analysis of Fuel Quantity Gauging System (FQGS) is one of the old main techniques aiming at validating safety critical aspects. The development of hazards FTA technique for identifying unwanted or accidental events such as overfilling of a tank or fuel loss due to tank fault is basically an application of the FQGS hardware redundancy. Based upon standard FTA block diagram including the basic probability equation, elementary hand FTA is processed.

Urban waste removal management presents peculiar characteristics of complex systems due to the in... more Urban waste removal management presents peculiar characteristics of complex systems due to the inherent complexity of the urban road map, the relative pattern optimization and the management of the waste disposal trucks units. To improve waste removal network quality, a preliminary optimization procedure was designed for waste disposal truck patterns along the urban map to reduce pattern lengths, minimizing service time but covering the entire town and improving the opportunity to produce biomass for generating electricity and heat. The procedure improves the quality of the waste removal network.

In quanto sistema complesso, il clima può essere analizzato con i metodi matematici dei sistemi complessi di cui nel campo della fisica applicata a sistemi artefatti concreti quali aerei, navi, treni, satelliti, missili ecc. si parla almeno dagli anni '60-'70 del secolo scorso. Nel 1970, 1971, all'Accademia dei Lincei, Roma, si tennero diversi Congressi dedicati a "La Scienza dei Sistemi" i cui atti furono pubblicati nel 1975. Già nel 1967, il sottoscritto aveva studiato questo tipo di problema come tesi finale diretta dal Prof. Antonio Ruberti, al Corso biennale per fisici ed ingegneri di Elettronica Superiore del CNR, presso l'Istituto Superiore PPTT sotto gli auspici del Ministero della Difesa. The purpose is to propose a vision of the Nature extremely simple and elementary fully opposite to the complexity approach that appear so enthusiastically accepted and celebrated by the systemic community. Actually at molecular biologic level, it seems that coherence (order and merging of system and function) is becoming one of the most important physic and biologic law that operates the strong effect of ordering molecules by means of electromagnetic field, creating the so called "Coherence Dominions". This appears peculiarly true for the memory of water whose molecules speech and self-organize each other by means of electromagnetic fields. This gives more support to molecular field theory than classic particles biology approach. So, the kind of bridge between physics and biology proposed by this model appears to be a very simple and elementary body of knowledge that, according to Giuliano Preparata, creates a vision of the Architecture of the Nature extremely that it is "coherent and ordered". So his Coherence Equationsthat are a generalization of Schrödinger equationsdeduced by applying QED (Quantum Electro Dynamic) seem to be in contrast with complexity equations due to their inherent deep simplicity. Really, the Preparata Architecture approach to the Universe, based upon the "Coherence Equations", appear to assert and propose a quite different vision of the Nature in which the complexity factor, mainly based upon random approach is completely outside. Water behavior is taken into account as the major example of this kind of organization giving the opportunity to mention the Ruggero M. Santilli model that, being compatible with the Preparata one, is able to explain all inherent and external water properties, peculiarly the long range ones. According to the coherence vision, Nature appears to be simpler than the one based on complexity random approach. Clearly it appears spontaneous the need to harmonize the two approaches: the complexity against the coherence approach. The problem is still open. Anyway, this work has to be seen inside the big scientific movement of the reconstruction of the physics, biology and medicine of the water, considered as "system". COHERENCE IN MATTER The comparison of the order or coherence vs the random complexity approach to Nature understanding is the topic of this work. To this purpose, it is selected only one field for the comparison: living and condensed matter, peculiarly through biology. The complexity is referred to the main known authors approaches (BBS: Ref. N° 1, 2, 8-20 and Appendix). The "order approach to Nature", i.e. the invariant coherence one, used for the comparison is the one postulated by thick known theoretical physicists such as Giuliano Preparata and others (BBS: Ref. N° 3 and so on). All their models could be used for the main purpose but Preparata model of coherence in matter is easier and more intuitive to introduce in terms of physics (BBS: Ref. N° 4, 5, 6, 7). In first instance his model it is presented with some references to other models too (a sort of mathematical order of the Nature). Considering the modern physics approach to complex systems, basically governed by random and/or chaos, Giuliano Preparata, a prominent Italian theoretical physicist dead almost two decades ago, used to say: "As a matter of facts, it could appear really paradoxical (but not in the philosophical sense where it is not at all) that the not deterministic physics born from the quantum revolution at the very beginning of the Nineteen Century reveals itself to be much more "deterministic" then the classic physics that recent developments shows dominated by "chaos" and/or random. In this frame, the Preparata model of living matter is based upon the following classic molecular biology principles (SA: Ref. N° 1, 2, 3, 4, 5): 1. The biologic dynamics is defined inside the atomistic conception i.e. the dominant science paradigm of the 20th century. 2. The matter, peculiarly the biologic one, is made up of molecules built up with atoms.

With the passing of the years the professional experience in the environmental field, the scienti... more With the passing of the years the professional experience in the environmental field, the scientific research experience has become more and more profound, reasoned and complex: the topics of interest increase dramatically, the commitments carried out or to be carried out become entangled and become more and more complex and articulated. Unfortunately, not having been able to attend the last UN IPCC conference in Glasgow, UK where Dr. Eric Chavez Betancourt was present, I appreciate the great work of the IPCC summarized in the great and long Technical Scientific Report: "Climate Change: Impacts, Adaptation and Vulnerability". Here I try to summarize and mention only a few fundamental points of this complex relationship. It is interesting to note that, in total, the reports submitted by the IPCC are approximately 4000 pages long.

In quanto sistema complesso, il clima può essere analizzato con i metodi matematici dei sistemi complessi di cui nel campo della fisica applicata a sistemi artefatti concreti quali aerei, navi, treni, satelliti, missili ecc. si parla almeno dagli anni '60-'70 del secolo scorso. Nel 1970, 1971, all'Accademia dei Lincei, Roma, si tennero diversi Congressi dedicati a "La Scienza dei Sistemi" i cui atti furono pubblicati nel 1975. Già nel 1967, il sottoscritto aveva studiato questo tipo di problema come tesi finale diretta dal Prof. Antonio Ruberti, al Corso biennale per fisici ed ingegneri di Elettronica Superiore del CNR, presso l'Istituto Superiore PPTT sotto gli auspici del Ministero della Difesa. Nei decenni i vari lavori elaborati in campo dell'approccio per sistemi, ad esempio in relazione alla biosfera e ai suoi cambiamenti climatici, sono iniziati con uno o tutti e due gli schemi fondamentali qui di seguito presentati:

COHERENCE IN MATTER The comparison of the order or coherence vs the random complexity approach to Nature understanding is the topic of this work. To this purpose, it is selected only one field for the comparison: living and condensed matter, peculiarly through biology. The complexity is referred to the main known authors approaches (BBS: Ref. N° 1, 2, 8-20 and Appendix). The "order approach to Nature", i.e. the invariant coherence one, used for the comparison is the one postulated by thick known theoretical physicists such as Giuliano Preparata and others (BBS: Ref. N° 3 and so on). All their models could be used for the main purpose but Preparata model of coherence in matter is easier and more intuitive to introduce in terms of physics (BBS: Ref. N° 4, 5, 6, 7). In first instance his model it is presented with some references to other models too (a sort of mathematical order of the Nature). Considering the modern physics approach to complex systems, basically governed by random and/or chaos, Giuliano Preparata, a prominent Italian theoretical physicist dead almost two decades ago, used to say: "As a matter of facts, it could appear really paradoxical (but not in the philosophical sense where it is not at all) that the not deterministic physics born from the quantum revolution at the very beginning of the Nineteen Century reveals itself to be much more "deterministic" then the classic physics that recent developments shows dominated by "chaos" and/or random. In this frame, the Preparata model of living matter is based upon the following classic molecular biology principles (SA: Ref. N° 1, 2, 3, 4, 5): 1. The biologic dynamics is defined inside the atomistic conception i.e. the dominant science paradigm of the 20th century. 2. The matter, peculiarly the biologic one, is made up of molecules built up with atoms.

Unfortunately, not having been able to attend the last UN IPCC conference in Glasgow, UK where Dr. Eric Chavez Betancourt was present, I appreciate the great work of the IPCC summarized in the great and long Technical Scientific Report: "Climate Change: Impacts, Adaptation and Vulnerability". Here I try to summarize and mention only a few fundamental points of this complex relationship. It is interesting to note that, in total, the reports submitted by the IPCC are approximately 4000 pages long.

This is the second part of the Quality an Climate Change system approach (my) proposal in the frame of the updated version of the results of the UN COP26 IPCC report of Glasgow. The interface among energy, econoly and ecology crisis is relayed to the three main aspects of the World catastrophic topics (war, CC, and pandemic). Afer the introduction review of the COP 26 results, the attempt of a vison of mitigation and energy-ecological transition is presented. The atmosphere and global warming and the descripton of the Italian transitions are presentation. Later a global view of the Arctic and Antarctic glaciers is given taking into consideration also the composting and clean air of Italian environment ending with a very polluted areas of the “Poisoned Italy” (Pover Italia Avvelenata). The main so-called classic pollutants: particulate matter (PM2.5; PM10), ozone (O3), nitrogen dioxide (NO2), sulfur dioxide (SO2) and carbon monoxide (CO) are reported to show the variation with time from 2005 to 2021. Conseuqenlty remedy, the reduction and the need for adaptation to the variations imposed by Climate Change and Global Warming must be pursued by all possible means, starting with space ones. Many steps are required to fullfill these requirements.

The first studies on the bacterium Ralstonia detuscolandense date from 1999 and were conducted by... more The first studies on the bacterium Ralstonia detuscolandense date from 1999 and were conducted by a research team led by Dr. Francsco Celani, a researcher at the INFN National Laboratories of Nuclear Physics in Frascati in collaboration with Dr. James D'Agostaro, molecular biology laboratory ENEA Casaccia Research Centre of Rome. The bacterium was found by chance in deuterated water (D2O) in a series of experiments in condensed matter under extreme conditions. Over the years, a number of complications, the initial interest and resources invested by the authorities went slowly fading along with the findings, the data and plans for the future.
In 2003, the Ralstonia detuscolandense was also found in the lake Kauhako, the archipelago of Hawaii, by the research group composed Donachie, Hou and Lee, researchers from the Department of Microbiology at the University of Hawaii. The findings, on which, however, have not been undertaken specific studies have been registered in the database Journal of bacteria, GeneBank. The following year, a group of researchers from Spain Empresa Nacional de Electricidad ENDESA-Valencia, Moreno and Sarro, he studied the bacterium repeating and verifying the coding and sequencing.
All experiments performed in the laboratory have shown the adaptability of Ralstonia to live in extreme environments containing heavy metals and radioactive elements, as well as the ability to "bioaccumulation". Verified its resistance to heavy metals and radionuclides, and the ability to be an accumulator, has analyzed the applicability as a sensitive part of biosensors, with insertion (D'Agostaro) Gene lux, as a detector of the presence of metals heavy soils and contaminated water.
With the Industrial Revolution levels of air pollution and sub-plane has increased exponentially, increasing the exposure and, consequently, the risk to the environment and living beings, including humans. As a result of accidents and economic and political interests has arisen the need to remedy the irreversible damage caused to the environment and humans by multiple human activities and industrial applications, such as the Chernobyl disaster and the more recent Fukushima. In this we see the protagonist Ralstonia detuscolanense act as a tool for natural clean-up of the heavy waters of the spent fuel cooling pools at nuclear power plants, polluted by heavy metals and radioactive polluted land as a result of the war, as well as water contaminated by pollutants from industrial waste. In addition, the Ralstonia can be used to produce hydrogen, H2, cutting-edge energy carrier that can replace petroleum-based fossil fuels.
Verified that the large-scale cultivation of bacteria has considerable costs, studies and researches are in progress of genetic engineering for the insertion of genes encoding resistance to heavy metals and radionuclides in diatoms, which allows for lower production costs and higher efficiency.
