Given the difficulties in measuring a condition that is untreated, estimates of the number of people affected vary, but most experts agree that tens of millions of Americans suffer from undertreated or untreated pain. Libby about the DEA's war on prescription pain medications and on the physicians who prescribe them in good faith to the millions of untreated and under treated citizens living with chronic moderate to severe pain every day despite no shortage of physicans qualified to treat them. Libby reviews the legal history of the war on drugs from the Harrison Act in 1914 to the current Reign of Terror. Efficacy and safety issues of opioid therapy are reviewed. Risks of opioid therapy, of diversion, and of abuse are reviewed. Libby also very thoroughly examines the manipulation of the media by law enforcement and of a pattern of law enforcement strategies and tactics that amount to a pattern of Vindictive Prosecution for no good purpose.

In Bennett's eagerness to discredit the “Perestroika movement” he made inaccurate and personally disparaging comments about particular scholars and writers. There are several examples of this. The first is his remark that “(Ronald) Libby and “many midcareer political scientists have given up on research and writing” (204)”
