Within the scope of the Alcântara WWTP rehabilitation project, advanced physical-chemical treatme... more Within the scope of the Alcântara WWTP rehabilitation project, advanced physical-chemical treatment was introduced to up-grading existing primary treatment of wet-weather flows. In addition, biofiltration and ultra-violet disinfection of dry-weather flows were installed. A conceptual model using historical rainfall series was applied to the Alcântara catchment to evaluate the CSO discharges for a combination of scenarios of storage and treatment. Despite its simplicity, the model closely matches measured hydrographs. Results show important reductions of the volume, frequency and duration of CSO discharges associated with increasing the WWTP capacity, although the benefits become less significant as the WWTP capacity raises. Results also highlight that, for small WWTP capacities, a slight increase in the WWTP capacity leads to the same reduction of the discharged volume as an appreciable increase in storage capacity. Cities face a growing set of complex interdependent challenges. Increasing urban populations, age... more Cities face a growing set of complex interdependent challenges. Increasing urban populations, ageing infrastructure, and uncertainties regarding the scale and manifestation of variety of contemporary challenges all highlight the increasing pressures facing decision makers to make substantial change. The influence of City Hall to convene, engage and involve, guide and steer, provide or liberate resources, demonstrate, and decide are all important means by which a city can accelerate and strengthen how it mitigates risks and rebounds from adverse situations better. This paper explores the experiences of cities involved in the RESCCUE project—Bristol, Barcelona, and Lisbon—in addressing climate change risks within pre-existing governance frameworks. The principal conclusion is that there is an absence of a common language and organising framework to strengthen the governance of city resilience, and to that end, the authors offer an emerging framework.

This paper discusses the use of water quality deterministic modelling together with an integrated... more This paper discusses the use of water quality deterministic modelling together with an integrated approach to assess the impact of urban stormwater discharges into ephemeral watercourses, based on the study of a Portuguese catchment. The description of the main aspects, difficulties and benefits found during data collection and model calibration and verification is presented, and the associated uncertainties and errors discussed. Experimental results showed a strong short- and long-term impact of sewer discharges on rivers, and confirmed deposition, resuspension and transport of pollutants as important processes for the water quality. However, the resuspension of riverbed sediment pollutants during storms was probably more significant than the direct impact of the urban discharges. The HydroWorks™ model was used since it allows for the calculation of pollutant build-up on catchment surfaces and in gully pots, their wash-off, and the deposition and erosion of sediments in sewers. Combined sewer systems are often unable to respond adequately to rising water volumes draining fr... more Combined sewer systems are often unable to respond adequately to rising water volumes draining from urban areas during rainfall events, resulting in frequent direct discharges into receiving waters and floods, with severe environmental and economic impacts. Despite stricter legislation on pollution control and flood risk assessment, there are still some challenges regarding the development of early warning systems based on water quality issues and fully integrated models. An innovative, real-time urban warning system for flooding and pollution events was built for the Alcântara basin (the largest in Lisbon), to provide timely information to wastewater management entities and to civil protection services. The platform provides real-time access to monitoring data and, based on 48-hour precipitation forecasts, predicts the performance of the system through the integrated use of mathematical models for both drainage network and estuary. Predictions are automatically compared and validated with on-line data. This paper presents the overall design of the system and main results obtained thus far. The analysis of the system shows the ability of the integrated models to represent the main spatial and temporal patterns observed, effectively predicting the system response to precipitation events and estimating volumes discharged into the water bodies and their average pollution loads. This is particularly relevant in the water sector, often perceived as conservative and averse to change. This paper discusses the role that collaborative knowledge-transfer projects can play in effectively rolling out R&D in the water industry. LNEC (Laboratório Nacional de Engenharia Civil) has designed a structured model based on a phased programme and a network of utilities and researchers. The paper presents the core principles, the rationale, the model and methods used, and the theoretical background, as well as the project’s impact, outcomes and products. Despite the development of urban drainage systems over the past 5000 years, there are still many ... more Despite the development of urban drainage systems over the past 5000 years, there are still many challenges to their effective use. There are growing demands with respect to runoff quantity and quality, visual amenity (landscape aesthetics), protection of ecology and beneficial water uses and interaction with the operation of existing municipal wastewater systems. Current solutions that rely mainly on pipe networks may not be sustainable, especially in developing countries. By considering the driving forces in action during the first years of the 21st century, different scenarios for the future use and development of urban drainage systems can be proposed; all of them rather pessimistic. The implementation of the sustainable management of urban water will require an integrated approach to all the related problems, including the better delivery of urban drainage services.

Critical reflections on the achievements and identification of gaps in the activities of JPI Urban Europe, based on the Strategic Research and Innovation Agenda SRIA (2015–2020), reveal advanced research questions, tasks, and approaches that influenced the development process of the SRIA 2.0 (released in February 2019). The authors emphasize the dilemma approach, the local context and the co-creation concept to pursue urban transitions in real-world context. Considering this frame, they propose specific domains for further research on urban transitions.

The concept of urban resilience has been growing in response, since it allows us to understand city behaviour as a system of systems, improving its response to extreme climate-related events. This paper presents the EU H2020 Resilience to Cope with Climate Change in Urban Areas (RESCCUE) project approach in Lisbon’s research site, regarding the Hazur® resilience assessment methodology. This methodology focuses on the interdependencies between services and infrastructures, and on the recovery times needed to restore its normal functionalities.
