This was revealed by Allah subhanahu wa ta'ala in the Qur'an, Surah al-Nisa', verse 119. The act of taghyir khalqillah is explicitly prohibited but the interpretation of Muslim jurist on its message vary. Therefore, this article will discuss the meaning of taghyir khalqillah in the twelve mufassirin perspectives, carefully chosen from a variety of backgrounds. The study employs qualitative research design in achieving its objectives. There are twenty-six jurists from salaf and khalaf who attempted to interpret the meaning of taghyir khalqillah in a total of fourteen interpretations. The concept of taghyir khalqillah is divided into five principles, namely (i) physical and metaphysical alteration, (ii) temporary and permanent alteration, (iii) purpose of the alteration was made, (iv) maslahah of alteration and (v) results of the physical alteration.

Ownership of intellectual property for government-funded research is originally vested in the government as the benefactor. However, the ownership status of intellectual property has been an impediment to the exploitation of the intellectual property generated at universities and thus has resulted in piles of unused intellectual property from research funded by the government. The implementation of the Bayh Dole Act 1980 by the United States has become a model for many countries whereby the act provides that ownership of intellectual property resulting from government-funded research is vested in the universities as an incentive to boost research and innovation in universities. This article discusses intellectual property ownership rules in Malaysia and then analyses ownership provisions under the Policy of Commercialization of Intellectual Property from R & D funded by the Government of Malaysia in 2009, and makes comparisons with the provisions under the Bayh Dole Act 1980. Implementation of laws relating to ownership of intellectual property from government-funded research is necessary in order to create uniformity for intellectual property rights in Malaysian universities and to ensure smooth process of intellectual property commercialization.

Excessive obligations can have a negative impact on a person's well-being, as well as the well-being of their children and dependents. Thus, support from a variety of sources is required to help single mothers overcome their difficulties. The purpose of this study is to identify government and nongovernment organisations that have implemented social support programmes for single moms. Additionally, this study will assess the economic, skill, and psychological needs of single mothers in order to facilitate the provision of improved social support programmes in the future. Literature review and content analysis are used inductively and deductively to obtain thorough and complete analysis on this issue. The study found that social support from the aspects of family and society, financial and welfare as well as moral support are essential aspects for single mothers in moving forward new life with their children. Implementation of Islamic social support system through enforcement of wali concept is proposed as the initial steps to be taken in ensuring single mothers' welfare at micro level and government support through various aids and facilities for the single mothers at the macro level.

University’s profile as a non-profit organization has made the experts of certain fields of knowledge unknown to the industry and thus, their expertise were not fully utilised for the betterment of the society. This has been the case for the developing countries. However, there has been dramatic increase in awareness of the importance of university’s involvement in production of new technologies and later on directly involved with commercialization of their research output. This development has called forth the emergence of entrepreneurial university. However, the cost of research and developing new technologies and later on presenting it for market purpose is a long-term process and needs an exorbitant fund. Therefore, collaboration between university and industry is seen as a better and faster approach to realize country’s innovation spurt. Thus, i...

With the new awareness of the importance of IPR, universities are keener to obtain ownership of any intellectual property (IP) created within the university in order to ensure smooth technology transfer and commercialization of the IP. This paper analyses other models of IPR ownership in order to boost invention and innovation within Malaysian research universities. Through the most appropriate ownership model for universities, it is expected that revenue generated from the university IP could be used to fund new research at the universities. However, with all the excitement to commercialize the university IP, inventors sometimes are left with little benefit from their inventions which dampen their motivation to continue with research and produce more new inventions. Malaysia as an emerging economy actively seeking to encourage university invention, commercialization and entrepreneurship, should experiment with different models of intellectual property ownership/commercialization.

Universities in this age have evolved far beyond the traditional settings where university was an institution for disseminating knowledge, but today university has been running the role of country's innovation excellence where it has become a place for disseminating and producing knowledge as well as commercializing their research output which contributed largely to the country's economic development. Thus this paper highlight the development of research university system in Malaysia which is still at infancy stage compared to RU in the United States and United Kingdom and analyse it's policy and management procedure so that it can become a direction to other countries which are trying to develop their research and innovation strategies.

In order to successfully carry out these missions, a clear ownership of intellectual property generated at the university is crucial to avoid future disputed transactions. Thus, as part of the technology transfer framework at the university, institutional intellectual property policy has been developed as a guideline to ensure smooth and successful management of intellectual property exploitation. The generally practised ownership model of university intellectual property is university ownership compared with inventor ownership. This paper analyses legal authorities which allow a university to exert ownership over intellectual property created within the university, mainly the intellectual property law, contract law employment law and institutional intellectual property policy.
