This special issue seeks to bring together the fields of low-carbon development (LCD) and innovat... more This special issue seeks to bring together the fields of low-carbon development (LCD) and innovation studies. It contributes to the debate by addressing how the learning, innovation, and competence-building lens adds to the discussion about the development outcomes of climate change mitigation. The aim of this introductory article is fourfold. First, it discusses key advances in the debate about the role of innovation and competence building in LCD in developing countries. Second, it seeks to add to the debate by paying particular attention to the heterogeneity of developing countries in terms of the context and innovative capacity for LCD. Third, it addresses the challenges to policy arising from such differentiated starting points. Finally, it sets forth the insights from the articles in this issue and the implications for future research.

Wind power is increasingly vital for meeting energy challenges and mitigating global climate chan... more Wind power is increasingly vital for meeting energy challenges and mitigating global climate change and is therefore an important part of renewable energy portfolios in many countries. Given the key and evolving roles of European and Asian countries in driving this sector, this article focuses on two sets of key questions: first, do wind power innovation paths differ between Europe and Asia? If so, how do they differ? Second, do innovation paths reflect different initial conditions in Europe and Asia? Can we expect divergence in the future? We find that although national paths are shaped by a range of national characteristics and therefore differ along key dimensions, the increasing roles of cross-national firm interactions amplify tendencies towards global convergence. These patterns of divergence and convergence can potentially enhance the contribution of wind power to the low-carbon transition but also have implications for the competitive dynamics of the wind power industry.

What kind of policies and institutions are necessary in order to transform the current increase in rents from commodities exports into industrial investment and upgrading of agriculture and agro-industrial development? This question is raised in the context of competing theories about economic development. On the basis of empirical patterns and theoretical considerations we discuss policy options in relation to the African reality.

This paper is concerned with global shifts in innovation power. It shows that Brazil and India ar... more This paper is concerned with global shifts in innovation power. It shows that Brazil and India are accumulating significant innovation capabilities. Most explanations concentrate on factors within these rising powers. This paper concentrates on explanatory factors which have their origin in the old powers (Europe and USA). In order to understand the build-up of innovation capabilities in the new powers it examines their linkages with the old powers, concentrating on the value chains which connect them. It shows how the organisational decomposition of the innovation process emanating from the old powers contributes directly and indirectly to the build-up of innovation capabilities in the new powers. It is clear that a new dynamic has been unleashed but it is not yet clear whether the old powers are contributing to their own demise or renewal. The empirical evidence comes from the Brazilian auto and the Indian software industry and the value chains which link them to the United States and Germany.

Despite the large-scale investments of both China and the EU in climate-change mitigation and ren... more Despite the large-scale investments of both China and the EU in climate-change mitigation and renewable-energy promotion, the prevailing view on China–EU relations is one of conflict rather than cooperation. In order to evaluate the prospects of cooperation between China and the EU in these policy fields, empirical research has to go beyond simplistic narratives. This paper suggests a conceptual apparatus that will help researchers better understand the complexities of the real world. The relevant actors operate at different levels and in the public and private sectors. The main message of the paper is that combining the multi-level governance and value-chain approaches helps clarify the multiple relationships between these actors.
